The Residency Office assists families with special enrollments in Baltimore County Public Schools. These enrollments may include shared domiciles, state-supervised care, informal kinship care, serious family hardship situations, and other non-resident enrollments.

The Residency Office considers appeals and issues decisions regarding special transfers, withdrawals, and denial of enrollment on behalf of the Executive Director of the Department of Social-Emotional Support.

The Residency Office also helps parents understand our superintendent's policy and rules 5140 and 5150, which focus on special transfers and nonresident cases respectively. The Residency Office provides leadership in developing, updating, and implementing system-wide training programs regarding residency and enrollment.



                                                                        Proof of Residency


When registering for enrollment into a Baltimore County Public School, proof that the child is domiciled in Baltimore County with a parent/legal guardian is required.

Proof of residency must be updated each time residency changes.

Residency

The following documentation is required for enrollment:

  • Proof of ownership, which may include a deed, mortgage coupon book, real estate tax bill, or title.

       or

  • Lease, which must include all pages and required signatures.

       or

  • Rental agreement with a private party owner, which must include proof of ownership from the landlord and all pages and required signatures.

       and

  • Three (3) proofs of residence which may include business documents, business mail, or other documents approved by a PPW, dated within 60 days.                                                           
  • Acceptable proof of residence:  English     Spanish

       and

  • Photo Identification, which may include a driver's license, a passport, a work photo identification, or other photo identification.
