Chief Information Officer

Pedro Agosto became Chief Information Officer for Baltimore County Public Schools in February 2022. Prior to joining BCPS, he previously served as Chief Information Officer with the District of Columbia Department of Consumer and Regulatory Affairs. Mr. Agosto has over 30 years of strategic information technology planning, IT support services, technical project management, and quality assurance management experience.

Mr. Agosto received his bachelor’s degree from Purdue University.

Dr. Melissa DiDonato

Dr. Melissa DiDonato
Chief Academic Officer

Dr. Melissa DiDonato is the Chief Academic Officer for Baltimore County Public Schools. Previously, Dr. DiDonato has served as an executive director of school support and achievement; principal at Padonia International Elementary School; assistant to the assistant superintendent; assistant principal at Stoneleigh Elementary School and White Oak School; manager of learning solutions in the Department of Information Technology; and specialist in the Office of Special Education in BCPS. She has successfully supported school leaders providing job embedded professional development and coaching to elementary and secondary principals focused on curriculum implementation, instructional standards, and analysis of student data. Dr. DiDonato’s results-oriented focus and commitment to students, families, staff, and stakeholders has yielded positive achievement outcomes both in the schools she has led and those that she has supervised. She is committed to ensuring that all students in BCPS are provided with high quality, meaningful instruction that prepares them for college, their chosen profession, and to be productive community members.

Dr. DiDonato has earned her doctoral degree in instructional leadership from Notre Dame University of Maryland, master’s degree in education with a concentration in special education from Johns Hopkins University, and a bachelor’s degree in psychology from the University of Maryland, College Park.

Mildred Charley-Greene

Mildred Charley-Greene
Chief of Staff

Mildred Charley-Greene became Chief of Staff for Baltimore County Public Schools in October 2021, after serving as Acting Chief of Staff since May 2021 .Prior to joining BCPS, Ms. Charley-Greene served as an assistant principal and principal in Montgomery County Public Schools.

Ms. Charley-Greene’s educational experience includes a B.A. in communications from Prairie View A&M University and an M.A. in journalism from the University of Maryland, College Park. Ms. Charley-Greene earned teaching certification from Trinity College and Administrative I and Administrative II certification from McDaniel College. Ms. Charley-Greene was named the 2018 State Principal of the Year by the National Association of Secondary Principals and the 2019 High School Principal of the Year by the Maryland Association of Secondary School Principals.

Mr. Homer McCallHomer L. McCall, II
Chief Human Resources Officer

Mr. Homer L. McCall II is the Chief Human Resources Officer of Baltimore County Public Schools (BCPS). Prior to his current role, he was the acting Senior Executive Director, Department of Human Resources Recruitment and Staffing, the Director, Office of Staffing, and Personnel Officer; all within BCPS. Prior to working with Team BCPS, Mr. McCall held several positions in Prince George’s County Public Schools (PGCPS) to include, educator, Human Resources staffing specialist, and assistant director for the Men Equipped to Nurture (M.E.N.) program. This specialized teacher education program was a partnership between PGCPS and Bowie State University aimed at recruiting and certifying males, particularly minority males, as teachers in PGCPS. Mr. McCall graduated from Morehouse College and received his master’s from Alabama A&M University. He has continued studies at Vanderbilt University and Howard University where he earned his teaching certification. With over 25 years of work experience in the public education sector to include 16 years in Human Resources, Mr. McCall holds an Advanced Professional Certificate from the Maryland State Department of Education with secondary content and administrator endorsements.

Christopher HartloveChristopher Hartlove
Chief Financial Officer

Chris Hartlove is the Chief Financial Officer (CFO) for Baltimore County Public Schools (BCPS). As CFO, he leads all functions of the Division of Fiscal Services including accounting, budget, grants, payroll, and purchasing. He serves as the BCPS insurance trustee with the Maryland Association of Boards of Education (MABE). He also staffs the Budget Committee and the Buildings and Contracts Committee.

Before being named CFO in February of 2022, Chris was the CFO for Carroll County Public Schools (CCPS) for 14 years where he oversaw the areas of budget, finance, food services, grants, internal audit, payroll, and purchasing. He also staffed the Audit Committee. Chris served as an adviser to the Superintendent of Schools on all matters related to the school district’s finances and operating budget. His priorities were to help align available resources to the master plan and to maintain the overall financial strength of the organization.

Prior to his role as CFO for CCPS, he worked in the Budget Office at both the University of Maryland and UMBC where he used his data analysis skills to help inform decision-making.

Chris served as Treasurer of the Public School Superintendents’ Association of Maryland where he was the first non-superintendent to hold the position.

Chris earned a bachelor’s degree in Management Information Systems and Certificate in Operations Research from UMBC.


Dr. Jess GrimDr. Jess Grim
Chief Operating Officer

Dr. Grim is the Chief Operating Officer for Baltimore County Public Schools, leading the Division of Operations, which includes the Department of Facilities Management and Strategic Planning, the Department of Research, Accountability, and Assessment, the Office of Food and Nutrition Services, and the Office of Transportation. Previously, Dr. Grim served BCPS as Director, Office of Transportation and Manager, Business Operations since July 2019. Dr. Grim has served BCPS since 1995, including 15 years as a school administrator – principal at Chesapeake High School STEM Academy and assistant principal at Dundalk and Overlea High Schools, and 9 years as a teacher – Parkville High School and Sudbrook Magnet Middle School.

Dr. Grim has a Doctor of Philosophy (Ph.D.) degree and master’s degree from Notre Dame of Maryland University, and a bachelor’s degree from Salisbury State University.

Dr. Racquel Jones

Dr. Racquel Jones
Chief of Schools

Dr. Racquel Jones is the Chief of Schools for Baltimore County Public Schools. She is a transformational leader with over 25 years of progressively responsible experience serving in diverse school systems. Previously, Dr. Jones has served as a consulting administrator in the Department of Organizational Development and Leadership, a community superintendent, west zone, and an executive director, secondary in Baltimore County Public Schools. Prior to joining Baltimore County Public Schools, she served as an assistant superintendent in the School District of Philadelphia and an executive director in Baltimore City Public Schools. She has successfully supported school leaders as a principal supervisor, coached executive leaders, collaborated with cabinet colleagues, led the work of high-performing cross-functional teams, and partnered with various stakeholders to ensure positive outcomes for students, preschool through twelfth grade. Dr. Jones believes all students deserve a high-quality education and has proudly performed in the roles of principal, assistant principal, and teacher with the New York City Department of Education and Virginia Department of Education, respectively. She passionately advocates for academic excellence and is deeply committed to the advancement of educational equity. Dr. Jones is a life-long learner and has earned her doctoral degree in educational policy, planning and leadership from the College of William and Mary, master’s degree in educational leadership from Regent University, teacher certification in early childhood and bachelor’s degree in business from Norfolk State University.
