The Office of Investigations and Records Management (OIRM) is responsible for overseeing the fingerprinting and criminal background checks for all paid positions and some other categories of personnel.


In accordance with the Annotated Code of Maryland, Family Law Article, § 5-551, all employment candidates and persons with unsupervised access to students are required to be fingerprinted for a criminal background check. Prior to employment with a public school system in the state of Maryland, an employment candidate must undergo a criminal background check, as required by the Annotated Code of Maryland, Family Law Article, §§ 5-550 - 5-559, including submitting a sworn statement or affirmation disclosing the existence of any criminal convictions, probation before judgment dispositions, not criminally responsible dispositions, or pending criminal charges without a final disposition.

During the background investigation process, an individual’s background will be thoroughly checked and verified from a variety of sources such as the Federal Bureau of Investigation (FBI), Maryland Criminal Justice Information System – Central Repository (CJIS), Department of Social Services (DSS), and Sex Offender Registries. Only upon completion of this background check and subsequent clearance, may an employment candidate begin employment with a public school system.

New hires for paid positions within BCPS will be sent fingerprinting information via email by the Office of Staffing and should not use these instructions.

Baltimore County Public Schools requires a complete background check (commercial background, sex offender registry and fingerprinting) for inside contractors, unpaid interns, and volunteers. Please follow the link below for instructions, paperwork and how to schedule a fingerprinting appointment at the approved BCPS vendor.

BCPS Inside Contractors’ Instructions for Fingerprinting
Any person paid by an outside company who will work inside BCPS offices, have access to personally identifiable information or may have unsupervised access to students.

BCPS Intern Student Teachers Instructions for Fingerprinting
College students placed in a BCPS school for hands-on student teaching.

BCPS Volunteers with Unsupervised Access to Students’ Instructions for Fingerprinting
Individuals with unsupervised access to students or acting as chaperone for overnight field trip.

Sports Officials and Outside Construction Contractors only require a fingerprint based background check. Please follow the link below for instructions.

Sports Officials and Referees Instructions for Fingerprinting
Individuals who only work under the direct supervision of BCPS employees. (i.e., sports officials, referees)

Outside Contractors’ Instructions for Fingerprinting
Individuals with no anticipated direct access to students or personally identifiable information who perform work on BCPS property (i.e., construction work and work on BCPS property and exteriors)
