Vision
The Department of Organizational Development & Leadership is the hub for innovative, meaningful, and responsive teacher and leader development in BCPS.
Purpose
Our goal is to develop, support, and retain effective teachers and leaders by:
- Developing professional growth opportunities and systems of support
- Expanding and strengthening standards-aligned instructional strategies that enhance professional practices
- Establishing and maintaining a leadership pipeline of multiple career pathways for aspiring, new, and veteran leaders
- Ensuring we are guided by equitable practices in order to improve academic outcomes for students.
Organizational Structure
The Department of
Organizational Development and Leadership is comprised of four main offices: Teacher
Development, Teacher Leadership, Leadership Development, and Teacher and Administrator Evaluation. In addition to
these offices, Organizational Development and Leadership also monitors the Title
II, Part A - Preparing, Training, and Recruiting High-Quality Teacher, Principals, or Other School Leaders Grant Program.
Teacher Development
The Office of Teacher Development coordinates
the Professional Development Schools (PDS) Program and the placement of interns
("student teachers"), provides comprehensive professional learning
opportunities for new teachers during the three year induction period,
organizes courses for continuing professional development (CPD) credit and
college credit, including cohort programs, and leads professional learning
on coaching and mentoring skills for Staff Development Teachers, Consulting
Teachers, and other teacher leaders.
Teacher Leadership
The Office
of Teacher Leadership aims to recognize and support teacher leadership to extend the reach of highly effective teachers to impact the teaching profession,
students, and communities. For skilled
classroom educators to hone their craft, mentor others, and grow
professionally, BCPS must create pathways for teacher leadership and
differentiate between the skills and training needed by teacher leaders and
those needed by administrators. The programs, resources, and opportunities
provided by the Office of Teacher Leadership are meant to establish and
maintain a well-defined leadership pipeline of diverse teacher leaders who may
serve the system as future leaders in schoolhouses and central offices (modified from
Maryland Department of Education, Office of Professional Learning).
Leadership Development
The Office of Leadership Development supports the development of BCPS staff who
aspire to positions of leadership. Based on the fundamental belief that
leadership skills and knowledge can be learned and cultivated, Leadership
Development provides professional learning experiences and resources designed
to foster the growth of effective leaders.
Grant
Management
The purpose of this Title II, Part A grant is to provide grants to State
educational agencies and sub-grants to local educational agencies to:
- increase student achievement consistent
with the challenging State academic standards;
- improve the
quality and effectiveness of teachers, principals, and other school
leaders;
- increase the
number of teachers, principals, and other school leaders who are effective
in improving student academic achievement in schools; and
- provide low-income
and minority students greater access to effective teachers, principals,
and other school leaders.
Teacher and Administrator Evaluation
In collaboration with the Executive Director of Organizational Development and Leadership, the Chief of Schools, and system stakeholders, the Office of Teacher and Administrator Evaluation helps develop standard frameworks, tools, and processes for supporting teacher observation, evaluation, and growth across BCPS. The Office of Teacher and Administrator Evaluation supports teachers and administrators in applying data-based observational and evaluative feedback to support teacher growth and increase student achievement.
