Registration and Enrollment

Welcome to Baltimore County Public Schools’ registration and enrollment home page. The 2025-2026 school year begins on Monday, August 25, 2025. Avoid delays by beginning the registration and enrollment process now.

Enrollment Types

BCPS offers two pathways for enrollment: a traditional enrollment and a special enrollment. Read below to determine which pathway is most appropriate.

Traditional Enrollment

Students live with a parent/guardian who is a homeowner or leaseholder in Baltimore County.

Special Enrollment

Students do not live with a parent/guardian OR their parent/guardian is not a homeowner or leaseholder of the enrolling address.

Required Documents

Both traditional enrollments and special enrollments must be supported by documents that include:

  1. Proof of residency (deed or lease for an address in Baltimore County);
  2. Three documents that contain a date within 60 days, the parent / guardian’s name, and address under which student is being enrolled; List of acceptable documents - Spanish
  3. Photo identification of parent/guardian enrolling student;
  4. Birth certificate or other documentation of student’s name and age; and
  5. Proof of immunization (Students missing required vaccine(s) must have an appointment to obtain missing vaccine(s) or records within 20 days)
  6. School Registration Form
  7. Health History Form
  8. Transfer papers from prior school (Grades 1 – 12)
  9. IEP/504/Student Support Plan (If applicable)
  10. Prior Care Form (Kindergarten Only)
  11. Proof of income (Preschool / PreK Only)

To avoid delays in the registration and enrollment process, all documents listed above should be gathered prior to contacting the school.

Preschool, Prekindergarten and Kindergarten
For students entering preschool, prekindergarten or kindergarten, additional documents may be required. More information about registration and enrollment of students at these levels can be found visiting the Department of Early Childhood Education site.

English Language Development (ELD)

Students from outside the state of Maryland whose primary language is not English need to be assessed for their proficiency in English. More information about the assessment of multilingual learners (ML) can be found by visiting the webpage of the Multilingual Welcome Center.

Required registration and enrollment documents may be presented in-person and approved at the Multilingual Welcome Center.

Identifying the Zoned School

A student’s zoned school is determined by the student’s home address. To determine which school serves a particular neighborhood, click on the school locator and enter the address where the parent/guardian and student reside.

Special Permission Transfers

Students are expected to attend the home school that serves the address where their parents are domiciled. Parents or guardians may wish to request permission for a student to attend a school other than their home school. Superintendent’s Rule 5140 lists those special circumstances for which a student may be assigned to a school other than the home school and provides a process for requesting special permission transfers. Contacting the School

Contact with the zoned school can be made in two ways: by appointment or the Focus Parent Portal.

  1. Appointment

    Use the information provided by the school locator to schedule an in-person appointment. Present enrollment documents at the school.

  2. Focus Parent Portal

    Create an online parent account and upload the required registration and enrollment documents directly to a school via the Focus Parent Portal.

    The parent portal is a resource that can be accessed throughout the year to monitor a student’s grades and attendance.

More Information

ELD Centers

Secondary ML (Multilingual Learners) students may need to attend a school other than their zoned school to receive support with their English. More information about ELD (English Language Development) programs can be found by visiting the website of the Department of Multilingual Achievement.

Magnet Schools

Students must apply and be accepted in order to attend a magnet school. More information about the magnet school application process can be found by visiting the website of the Office of Magnet Programs. *** Application Timelines apply.

Special Education

Students with an IEP and who require the needs of a special school, must initially be enrolled in the zoned school. More information about the IEP placement process can be found by visiting the website of the Office of Special Education.

Special Enrollments

Students do not live with a biological parent/legal guardian OR their parent/legal guardian is not a homeowner or leaseholder of the enrolling address. More information about special enrollments can be found by visiting the Residency Liaison website.

  • Child’s Immunization Record
    • See required vaccines for school

Additional health forms are required for all new students and should be submitted to the school nurse in the first 6 months after enrollment.
