May 9, 2025 Staff Update: A Message from Board Leadership Regarding the FY 2026 Operating Budget

Earlier this afternoon, all BCPS staff received an important update regarding the status of the Fiscal Year 2026 Operating Budget. Dr. Rogers continues to work closely with our state and county funding partners to identify solutions to narrow the funding gap.

May 9, 2025 Staff Update: FY 2026 Operating Budget Update (Employee Compensation)

Dear Team BCPS Staff –

I am writing to provide an additional update on the Fiscal Year 2026 operating budget. Yesterday, May 9, I confirmed with state and county officials that there are additional funds available to BCPS for FY26. We will use this funding for employee compensation. We are actively working to identify additional options and are cautiously optimistic that we will be able to further decrease the gap and finalize the FY26 operating budget.

May 9, 2025 Staff and Community Update: Important Information on Dangerous Social Media Challenge

Baltimore County Public Schools (BCPS) staff have been made aware of a dangerous social media challenge students across the state and nation are participating in that involves students sticking sharp objects into the USB port of school-issued devices. Inserting objects into the USB port can cause the device to short circuit or catch fire. We would like to remind our parents and students that any intentional damage to a BCPS issued Chromebook is a violation of Board Policy 6202 (Technology Acceptable Use for Students), and this behavior will not be tolerated. These actions will be considered a Category II offense in accordance with the BCPS Student Handbook: “destruction and/or vandalism of school property, personal property of students and/or faculty.” If the vandalism results in a fire, it will be considered a Category III offense - “Arson.” The intentional vandalism of a Chromebook, resulting in a dangerous outcome like fire, smoke, electrical sparks puts students, staff, and school facilities in danger, and BCPS will seek full restitution and other legal outcomes.

May 7, 2025 Staff and Community Update: Fiscal Year 2026 Operating Budget Update

During the May 6, 2025, Board of Education meeting, Superintendent Dr. Myriam Rogers provided an update on the Fiscal Year 2026 operating budget process and discussed next steps for the system. Team BCPS staff, students and families can watch the May 6 Board update here and view Dr. Rogers' PowerPoint presentation. As a reminder, the County Executive’s proposed budget will now be reviewed by the Baltimore County Council, and they will approve a final budget for the county and BCPS on May 22.

April 28, 2025 Staff and Community Update: Fiscal Year 2026 Operating Budget Update

Dear Team BCPS—

I am writing to provide additional information regarding the Fiscal Year 2026 Operating Budget process. As outlined in an April 11 message to Team BCPS, County Executive Klausmeier’s FY26 budget proposal included a 3.5 percentage increase above Maintenance of Effort (MOE) for Baltimore County Public Schools (BCPS). The County Executive’s proposed budget will now be reviewed by the Baltimore County Council, and they will approve a final budget for the county and BCPS on May 22. It is important to note that the Council can only vote to cut additional items from the proposed budget, they cannot add funding to the budget. The budget team has provided an updated comparison table with accurate numbers to ensure that Team BCPS has correct information regarding the budget.

April 11, 2025 Staff and Community Update: County Executive Klausmeier Releases FY 2026 Operating Budget Proposal

Dear Team BCPS—

This morning, County Executive Kathy Klausmeier presented her Fiscal Year 2026 operating budget to the Baltimore County Council. We are grateful to County Executive Klausmeier for her support of Baltimore County Public Schools and for proposing to continue funding the system above Maintenance of Effort (MOE), the minimum amount county government is required to fund. The FY26 budget proposal recommends a 3.5 percentage increase above MOE, roughly 6.5 percent less than requested. Over the coming weeks, the budget team and I will analyze the proposal, determine the impact and communicate next steps to Team BCPS.

February 26, 2025 Staff and Community Update:  Board of Education Approves $2.98 Billion Operating Budget Request for Fiscal Year 2026

Dear Team BCPS—

Last night, the Board of Education voted to approve a $2.98 billion budget for Fiscal Year (FY) 2026. The approved budget request includes a $126.4 million increase over the current general fund budget to address the significant needs of our 110,000 students and support the recruitment and retention of Team BCPS staff. The budget request also includes specific investments to support ongoing efforts to improve outcomes in English Language Arts (ELA), mathematics, English Language Development (formerly English for Speakers of Other Languages), and special education.

February 25, 2025 Staff and Community Update: BCPS Graduation Rate Rises for Second Straight Year

Dear Team BCPS—

Today, the Maryland State Department of Education (MSDE) released statewide and local high school graduation rate data. BCPS’ graduation rate rose —for the second year in a row—to 85.84 percent. The graduation rate for the BCPS Class of 2024 increased by nearly one percentage point from the previous year’s rate of 84.99 percent.

February 11, 2025 Staff and Community Update: Board Work Session on the Superintendent's Proposed FY 2026 Operating Budget

Tonight, the Board of Education held its second work session on the proposed Fiscal Year 2026 Operating Budget. During the session, board members continued their detailed review of the proposed budget and asked thoughtful questions. Responses to board member questions from both work sessions are available on the budget webpage. The Board is scheduled to vote on the budget request February 25. I want to thank board members for their work to review and adopt a budget request that commits resources to benefit our diverse student population.

December 4, 2024 Staff & Community Update: 2024 BCPS Inclement Weather Day Plan

As we head into the winter months, we want to share important information about our Virtual Inclement Weather Day Plan for the 2024-2025 school year. The Maryland State Department of Education (MSDE) is providing local school systems with the option to repurpose inclement weather days as virtual school days. MSDE has approved BCPS' 2024-2025 Virtual Inclement Weather Day Plan. Our plan is to transition to virtual school days after three inclement weather closures.

December 3, 2024 Staff & Community Update: MSDE Releases 2024 Maryland School Report Card 

Dear Team BCPS Parents, Guardians, Staff and Students -

Today (Dec. 3), the Maryland State Department of Education (MSDE) released new accountability information for each public school system in the state, including the Star Ratings for individual schools. These new Star Ratings are calculated using 2023-2024 school year accountability data. The data for Baltimore County Public Schools (BCPS) show significant improvement, with 38 BCPS schools seeing an increase in their overall Star Rating. According to state data, BCPS has the greatest number of 5 Star schools in the state.

November 14, 2024 Community Update: BCPS Celebrates American Education Week!

BCPS is excited observe American Education Week 2024 from Monday, November 18, through Friday, November 22, with countywide and school-based activities!

During the week, many schools will set aside specific times for parents and caregivers to visit their children’s classrooms and/or attend special events. Activities planned by schools across the county include math and reading nights, book fairs, family dinners, and STEAM (science, technology, engineering, art, and mathematics) showcases. The BCPS Parent University American Education Week webpage features links to classroom observation checklists as well as resources to help parents and caregivers prepare for upcoming conferences.

September 24, 2024 Staff and Community Update: Additional Code of Conduct Information

Dear Team BCPS—

In just the first month of the school year the nation has seen a concerning uptick in dangerous and disruptive student behaviors. These disturbing behaviors have included threats of mass violence, fighting, and possession of weapons on school property. As a direct response to these alarming behaviors, we have provided additional information in our Code of Conduct to make it clear to all members of our community that students who engage in these behaviors will be subject to all legally allowable consequences including, but not limited to suspension and expulsion. School-based consequences are in addition to action taken by law enforcement. Baltimore County Public Schools will continue to work closely with the Baltimore County Police Department to respond swiftly to these situations, protect students and staff, and hold accountable those who break the rules.

September 13, 2024 Staff and Community Update: Curriculum Night Set for Oct. 1 and Oct. 15

Team BCPS students, parents, caregivers, and stakeholders are invited to participate in the upcoming BCPS Curriculum Nights. These events are opportunities for families to learn about BCPS curriculum and current system efforts to make improvements in English language arts, mathematics, early childhood education, English Language Development, and special education. BCPS staff will also discuss what families can expect to see their children learning in the academic priority areas and will provide tips and resources on how to support students at home. Attendees will have an opportunity to view curricular and instructional materials, ask questions, and engage with representatives from Baltimore County Public Libraries, Recreation and Parks, the Health Department, and other county agencies and parent groups! September 10, 2024 Community Update: Student Device Repair and Replacement Information for the 2024-2025 School Year

Dear Team BCPS—

For the 2024-2025 school year, students and their parents/caregivers will be financially responsible for damage to or loss of any Chromebook or other devices assigned to the student. As an instructional tool, there is no initial cost for BCPS students to receive a Chromebook or other devices. Students/families are only financially responsible when there is avoidable damage to the device. Schools will be responsible for the collection of damage/replacement fees and working with students and families to ensure that these obligations are met. Invoices can also be paid through MySchoolBucks. More information about the fee tiers can be found in the attached flyers.

Data released today, August 27, by the Maryland State Department of Education (MSDE) show that Baltimore County Public Schools (BCPS) students continue to make gains in performance on the English Language Arts (ELA) and mathematics state assessments.
