Student Registration & Moving Tips

Welcome to Baltimore County Public Schools!

We know that schools are a primary concern when choosing your residence and we are thrilled that you have chosen Baltimore County Public Schools.

Registration during COVID-19 closure

As mandated by the state, all buildings in BCPS remain closed until further notice. In order to begin the registration process, we have developed the following resources for families to begin registration in a remote environment.

Is your child eligible for school?

  • To be eligible for PreSchool, a child must be three years old on/before September 1. This is our list of schools that offer a three-year old program.
  • To be eligible for PreKindergarten, a child must be four years old on/before September 1.
  • To be eligible for Kindergarten, a child must be five years old on/before September 1.

Follow these steps to enroll your child. A student registration is not final until the registration form is complete, and all documents have been accepted.

Find your child’s school.

  • Use our School Boundaries Locator to search for schools based on your address. If you cannot locate an address with the locator or have questions regarding the results, please call the Office of Strategic Planning at 443-809-4215.

Gather the required information.

  • When registering a child, you will need to present:
    • Proof of Baltimore County residency in accordance with Rule 5150 (Deed or lease and photo ID with 3 proofs of residency)
    • Certificate of birth
    • Immunization record
    • Copy of the child's most recent report card (if applicable)
  • If the student is transferring from another public school in Maryland, a copy of the Maryland Student Transfer Record will be required. This form may be obtained at the school from which the student is transferring.

Complete the online registration form.

  • You will need to submit a copy of each document (two options).
    • Scan and attach the document to the online registration form, OR
    • Bring a copy of each document to the school once buildings reopen.

What’s next?

  • Once the form has been submitted, school staff will begin the registration process. Again, the registration process is not complete until all necessary documentation has been provided.
  • School staff will notify families to let them know once registration is complete or to identify any additional documentation needed to finalize the registration.

Registering Your Child

I am registering my child for the FIRST TIME in Baltimore County Public Schools

I am submitting a SHARED DOMICILE RENEWAL for my child for the 2020-2021 school year.

I am submitting a REVERIFICATION OF RESIDENCY for my child who is in Grade 5 or Grade 8 for the 2019-2020 school year and is transitioning to Grade 6 or Grade 9 in the 2020-2021 school year.

If you have challenges with technology, or know someone who can’t access this website:

  • Please call the Office of Pupil Personnel Services: 443-809-0404.

If your child speaks a language other than English:

  • For Grades Kindergarten through 5, your child will attend their zoned school and should complete the online registration form above. and should complete the online registration form above.
  • For Grades 6-12, your child will attend an ESOL (English for Speakers of Other Languages) center. Contact the ESOL Welcome Center at 443-809-6752 for additional guidance on your child’s enrollment.

Traditional enrollments

The traditional enrollment types listed below may be completed by the school. Parents/guardians should read each of the descriptions in this section to determine which living arrangement accurately describes their situation.

Traditional New Entrant

Student is in the custody of a parent or legal guardian who is a homeowner or a leaseholder in Baltimore County.

Transition-Year Verification

Student is transitioning from elementary to middle school (Grade 5 to Grade 6), or from middle to high school (Grade 8 to Grade 9); parent or legal guardian must establish continued residency in Baltimore County.

Shared Domicile Renewal

Student is in the custody of a parent or legal guardian who continues to live in Baltimore County without the benefit of a deed or lease of their own; homeowner or leaseholder with whom the student lives is a Baltimore County resident.

Pre-Kindergarten

Student is in the custody of legal parent or guardian who is a homeowner or leaseholder in Baltimore County. If parent is not a Baltimore County homeowner or leaseholder, refer to pupil personnel worker as shared domicile.

Kindergarten

Student is in the custody of a legal parent or guardian who is a homeowner or a leaseholder within Baltimore County.  If parent is not a Baltimore County homeowner or leaseholder, refer to pupil personnel worker as shared domicile.

Non-traditional enrollments

Non-traditional enrollments include shared domicile, homelessness, hardship, kinship, agency placements, and state supervised enrollments.  These types of enrollment require the approval of the school’s residency investigator. Parents/guardians can learn more about each of the non-traditional enrollments by visiting the Office of Pupil Personnel Services webpage to determine which living arrangement accurately describes their situation.
