Question: How did the design arrive to its configuration of the Dulaney High School campus layout?
Answer:
- An analysis was conducted to determine the available buildable site area that would not overlap nor affect the continuing operations of the existing occupied school. Based upon this analysis, efforts were made to place the building footprint and site components in the most optimal manner. The required programmatic educational spaces and site amenities guided the layout of the campus. Spaces such as the academic wing, auditorium, gymnasium, and dining commons were placed to best correlate with on-site elements such as parking, sport fields, and drop-off loops. Other factors such as pedestrian safety, school safety, and topography also contributed to the organization of the campus layout.
Question: Will the construction be performed in phases?
Answer:
- Yes, it will be performed in two phases over an approximately 4-year period once funding has been procured.
Question: If the construction will be performed in phases, describe the work to be performed in each phase?
Answer:
- Phase 1 involves demolition of the existing bleachers and other outdoor athletic facilities, constructing the new school building (approximate duration is 36 months)
- Phase 2 involves the demolition of the existing Dulaney High School, and construction of the new athletic stadium and other outdoor athletic facilities (approximate duration is 12 months).
Question: Where will the contractor laydown areas be during each phase of construction?
Answer:
- Construction staging and laydown is subject to the changing conditions of each phase but will remain inside the approved construction fence.
Question: Will construction be performed during the school year or during school breaks?
Answer:
- Construction will be performed during the entire year. Construction activities and school activities will be completely separated by construction fencing.
Question: Will students remain at the school during construction?
Answer:
- Yes. The existing school will remain in use during the new school's construction. The existing school will then be demolished after the new school is operational.
Question: What will be the contractor’s normal working hours?
Answer:
- Anticipated normal working hours will typically be Monday through Friday 6 a.m. - 6 p.m. Contractors will have options for overtime hours and/or weekends to maintain project schedules.
Question: Will Contractor traffic and operations interfere with the school’s arrival and dismissal procedures?
Answer:
- Contractor traffic and operations will not interfere with the school’s arrival and dismissal procedures. Deliveries will be coordinated to avoid arrival and dismissal times.
Question: Will the availability of major athletic fields/courts be impacted by the project? If yes, when?
Answer:
- Yes. All the fields and courts will be unavailable for the duration of the construction. The Dulaney High School athletic department and the Baltimore County Public Schools (BCPS) Department of Athletics will work together to find alternate locations for practice and games during the Dulaney High School new school construction.
Question: Will there be athletic field/court lighting?
Answer:
- BCPS provides underground conduit during construction for future stadium lighting.
- The lighting is going to be designed and bid as an add alternate, this alternate was not chosen to be included in this project.
- New focused LED Lighting will be installed for the new tennis courts with new lighting controls that will limit the hours of usage.
Question: Will trees be removed on sides of the school site adjacent to neighboring apartments and on Treherne Road? If so, will landscaping be provided to buffer the sides of the school that impact residences?
Answer:
- In general, some trees will need to be removed to build the replacement school and supporting campus infrastructure. Whenever possible, existing trees will remain in their current location.
- The current design does include tree removal along the streetscape of Treherne Road approaching the intersection of Girdwood Road.
- Due to the location of the new school, there will be tree removal between the new school and the apartments.
- New landscaping is planned in various locations on the site. Landscaping will be provided in accordance with Baltimore County requirements.
Question: How is stormwater management and sediment control being handled on the site?
Answer:
- All the stormwater management facilities will be designed in accordance with Baltimore County Department of Environmental Protection and Sustainability requirements.
- Erosion and sediment controls to prevent sediment leaving the site during construction will be designed in accordance with the Baltimore County Soil Conservation District requirements.
Question: Will new pedestrian routes be created from Treherne, Girdwood, and Padonia Road to the new school entrance?
Answer:
- New pedestrian paths will be installed throughout the Dulaney campus.
Question: How will you keep the staff parking lot from becoming a PUBLIC parking lot when school is not in session and during the summer months?
Answer:
- The design now calls for the installation of a gate at the entrance of the Treherne lot and at the new connection between the staff lot and the bus loop.
Question: Was a traffic study performed? If so, what are some of the key points?
Answer:
- Yes, a traffic study was performed. Here are some of the key points:
- A total of four off‐site intersections were analyzed in the immediate vicinity of the subject site.
- All intersections currently operate with an adequate level of service based on Highway Capacity Manual (HCM) criteria during the AM arrival and PM dismissal periods.
- Minor congestion and delay were observed to occur along E. Padonia Road for relatively short periods at student arrival and dismissal times.
Question: How will the construction of the replacement school impact bus and car circulation in the neighborhood?
Answer:
- The replacement school will increase traffic levels. However, the Traffic Impact Study (TIS) shows that these increased levels will be accommodated effectively with the existing road structure.
Question: Will the traffic be increased at the intersection at Treherne and Girdwood by buses to and from the now planned entrance/exit on Girdwood Rd?
Answer:
- The TIS showed that there are currently minimal traffic volumes using both roadways. While volume will increase along these roads in conjunction with the proposed driveway modifications, the existing road structure will be able to accommodate this increase. Impacts related to arrival and dismissal are projected to occur over a 15-20 minute period.
Question: Will Treherne Road be narrowed by on-street parking for various sporting events and school activities?
Answer:
- The new site layout for the stadium, ballfields and parking on the site will improve the gameday traffic on Treherne and surrounding roads by moving access to parking and entrance to the ballfields and stadium to Padonia Rd. Because the stadium will be enclosed by a fence, the spectators will find that parking along Treherne will be further and more difficult to trek to attend the stadium events.
Question: Will the staff parking lot be open to the public during non-school hours?
Answer:
- The design will provide control gates at the Treherne Road staff parking lot entrance and at the connection from the bus loop to the staff parking lot that will allow the school to limit access to the parking lot during non-school hours.
Question: What will be the final state rated capacity of the school?
Answer:
- The proposed State Rated Capacity (SRC) is 2,019 with the core spaces being sized for 2,200. The official SRC will be calculated by the State once the project has been completed.
Question: Has the current project considered the need for extra capacity for the future?
Answer:
- The building and site design have taken into consideration the location of a future addition of up to nine (9) additional classrooms. The core spaces such as the Cafeteria, Gymnasium, Library have been sized to accommodate the capacity of the additional future classrooms.
Question: Why did the County not provide the additional funding for the nine additional classrooms that are already planned in the master plan?
Answer:
- The State uses future enrollment projections for the project school as well as adjacent schools when calculating the State’s funding contribution. Enrollment projections currently exist through the year 2033. These projections also take into account planned changes in residential capacity within the current school boundaries. The eligible enrollment determined by the State is 1,706. Surplus seats at the adjacent Hereford High School do not provide the opportunity for the State to fund additional seats at Dulaney High School. The nine (9) additional classrooms are intended for future growth.
After the school is built, enrollment projections will continue to be monitored. If the eligible enrollment determined by the State qualifies for an addition, BCPS may work with the State and County to initiate the separate addition project.
Question: If the County were to provide funding for the nine (9) additional classrooms, how difficult would it be to add the addition into the design, and would this cause a delay to the overall project?

- Increasing design scope at this phase of the project will significantly delay the current schedule.
Question: Do we have a groundbreaking date yet?
Answer:
Question: Why is the gymnasium sized for 2,800-seating capacity? Earlier we heard that the space would be 3,000+ seating capacity with the additional auxiliary gymnasium.
Answer:
- The 3,000-seating capacity was an approximation in the early design concept. As the project design has developed the bleacher layout, access aisles, accessible seating, floor space for the scoring table, and floor seating with access aisles, has clarified the seating capacity to 2,800.
Question: Where are the construction entrances to the site?
Answer:
- There will be three (3) construction entrances:
- A main entrance along Girdwood
- An entrance along Padonia
- An entrance along Treherne
Question: Where will construction workers park?
Answer:
- There will be parking available for construction workers within the construction fence.
Question: Will there be security on site?
Answer:
- Yes, security will include perimeter checks, camera surveillance, and the potential for a security guard, as needed.
Question: When will the athletic fields reopen?
Answer:
- It is anticipated the stadium will open in September 2029. It is anticipated the Athletic fields will open in September 2030.
