Benefits, Leaves, & Retirement

The Office of Benefits, Leaves, & Retirement is part of the Department of Human Resources, and is responsible for developing and administering high-quality, competitive employee benefits that enable the school system to maintain and recruit a quality workforce.

The Office of Benefits, Leaves, & Retirement:

  • Administers all benefit plans for employees and retirees
  • Administers open enrollment and handles all election changes
  • Processes all qualifying life change enrollments
  • Maintains an Employee Wellness program
  • Promotes an Employee Assistance Program (EAP)
  • Administers COBRA enrollment and billing
  • Conducts new hire Benefits and Badges sessions
  • Assists with the processing of enrollment into the retirement plans
  • Assists with the processing of retirement from Baltimore County Public Schools
  • Administers HR- and Board of Education-approved leaves of absences
