Dr. Mary Boswell-McComasDr. Mary Boswell-McComas
Chief Academic Officer

Mary Boswell-McComas became Chief Academic Officer for Baltimore County Public Schools in August 2019, after serving as Interim Chief Academic Officer since July 2017. Previously, she served as BCPS executive director of academics and coordinator of professional growth and partnerships. Prior to those positions, Dr. Boswell-McComas was a principal in Baltimore City Public Schools and an administrator and teacher in Harford County Public Schools. She obtained the rank of captain in the United States Army Reserves.

Dr. Boswell-McComas has a doctoral degree in education from Wilmington University, a master’s degree in curriculum and instruction from Loyola University Maryland, and a bachelor’s degree in history from Loyola University.

Community Superintendent, Central Zone

Christina Byers became Community Superintendent for Baltimore County Public Schools in July 2017. She has spent her professional career in BCPS, previously serving as senior executive director of the Division of Curriculum and Instruction. Additionally, she has served as executive director of leadership development and a principal.

Originally from Ramsey, New Jersey, Ms. Byers earned a master’s degree in administration and supervision from Johns Hopkins University, and a bachelor’s degree in education from Loyola University in Maryland.

Acting Chief of Staff

Mildred Charley-Greene became Acting Chief of Staff for Baltimore County Public Schools in May 2021. She previously served as the Executive Director for Secondary Schools in the East Zone. Prior to joining BCPS, Ms. Charley-Greene served as an assistant principal and principal in Montgomery County Public Schools.

Ms. Charley-Greene’s educational experience includes a B.A. in communications from Prairie View A&M University and an M.A. in journalism from the University of Maryland, College Park. Ms. Charley-Greene earned teaching certification from Trinity College and Administrative I and Administrative II certification from McDaniel College. Ms. Charley-Greene was named the 2018 State Principal of the Year by the National Association of Secondary Principals and the 2019 High School Principal of the Year by the Maryland Association of Secondary School Principals.

Racquel Jones became Community Superintendent for Baltimore County Public Schools in August 2018. She previously served as the Executive Director, Secondary with Zone 2. Prior to joining BCPS, Dr. Jones served as an Assistant Superintendent, Executive Director of Support and Accountability, principal, assistant principal, and teacher with other school systems.

Dr. Jones earned a doctoral degree in policy, planning and leadership from The College of William & Mary, a master’s degree in educational leadership from Regent University, a bachelor’s degree in business, and teacher certification in early childhood education, both from Norfolk State University.

Shiria Anderson
Chief Human Resources Officer

Shiria Anderson became Chief Human Resources Officer for Baltimore County Public Schools in July 2021. Prior to joining BCPS, she previously served as Chief Human Resources Officer with the District of Columbia Office of the Attorney General. Ms. Anderson has a strong background in human resources and operations, having served as Chief Administrative Officer at Family Matters of Greater Washington and Chief Human Resources and Compliance Officer for the City of Baltimore’s Mayors Office of Information Technology, and as Director of Human Resources for the National 4-H Council.

Ms. Anderson holds a bachelor’s degree from the University of Maryland, a master’s degree from the University of Baltimore and is Lean Six sigma and SHRM/HRCI certified.

George Roberts became Community Superintendent for Baltimore County Public Schools in July 2016. Previously, he served BCPS as the senior executive director of curriculum and instruction, executive director of curriculum operations, and principal of Perry Hall High School. His background includes seven years as principal, seven years as assistant principal and six years as a classroom teacher.

Dr. Roberts earned his doctoral degree in educational leadership from Walden University, a master’s degree in school administration and supervision from Bowie State University, and a bachelor’s degree in history from Towson University.

Brian Scriven became Chief Administrative and Operations Officer for Baltimore County Public Schools in March 2020, after serving as Acting Chief Administrative and Operations Officer since January 2020. Previously, he served as the executive director of school support for secondary schools in the west zone. His prior experience includes 5 years of educational leadership in Montgomery County Public Schools, preceded by 22 years of experience with BCPS, where he served as a turn-around principal for both Woodlawn Middle and Woodlawn High schools.

Dr. Scriven earned a doctorate degree in urban educational leadership from Morgan State University. He holds a master’s degree in supervision and leadership from the College of Notre Dame of Maryland, as well as two bachelor’s degrees from Bloomsburg University—in education and business management with a minor in marketing.

Monique Wheatley-Phillip became Chief Accountability and Performance Management Officer for Baltimore County Public Schools in August 2019. Previously, she served as BCPS executive director of strategic planning and research, and her service to BCPS also includes the roles of teacher, administrator, assistant superintendent, and executive director of school support.

Dr. Wheatley-Phillip earned an Ed.D. in planning and management from Morgan State University, an M.Ed. from the University of the Virgin Islands, and a bachelor of arts degree from Jacksonville University.

Myriam Yarbrough became Chief of Organizational Effectiveness for Baltimore County Public Schools in June 2021. She previously served as Executive Director for Secondary Schools in the the West Zone. Dr. Yarbrough has been a chemistry teacher, department chairperson, student support specialist, assistant principal, and middle school and high school principal.

Dr. Yarbrough earned her doctorate in education policy and leadership from the University of Maryland, College Park, master’s degree in teaching secondary science, and bachelor’s of science degree in biology from Bowie State University.

Michael Zarchin became Chief of School Climate and Safety for Baltimore County Public Schools in August 2019. He previously served as director of learning, achievement, and administration for Montgomery County Public Schools. Dr. Zarchin has been an elementary school teacher, high school counselor, middle school assistant principal, middle school principal, consulting principal, and central office administrator.

Dr. Zarchin earned his doctorate from Walden University, master’s degree from Johns Hopkins University, and bachelor’s degree from the University of Dayton.
