  Dr. Darryl L. Williams

Superintendent

Darryl L. Williams was appointed superintendent of schools for Baltimore County Public Schools on May 21, 2019, by the Board of Education.  Prior to this appointment, Dr. Williams served as the associate superintendent of K-12 schools in eight clusters in Montgomery County Public Schools (Md.), where he supervised three directors of learning, achievement, and administration, nine instructional specialists of learning and achievement.  Together they coached, supported and evaluated eight high school principals, two specialty school principals, 15 middle school principals, and 44 elementary school principals.   Dr. Mary Boswell-McComas

Chief Academic Officer

Mary Boswell-McComas became Chief Academic Officer for Baltimore County Public Schools in August 2019, after serving as Interim Chief Academic Officer since July 2017.  Previously, she served as BCPS Executive Director of Academics and Coordinator of Professional Growth and Partnerships. Prior to those positions, Dr. Boswell-McComas was a principal in Baltimore City Public Schools and an administrator and teacher in Harford County Public Schools. She obtained the rank of captain in the United States Army Reserves. Dr. Boswell-McComas has a doctoral degree in education from Wilmington University, a master’s degree in curriculum and instruction from Loyola University Maryland, and a bachelor’s degree in history from Loyola University.

  William Burke

Chief of Organizational Effectiveness

William Burke became Chief of Organizational Effectiveness for Baltimore County Public Schools in July 2014. Previously, he served BCPS as assistant superintendent of organizational development, executive director of professional development, principal and teacher. Mr. Burke obtained a master’s degree from The Johns Hopkins University and a bachelor’s from the Towson University

Christina Byers

Christina Byers became Community Superintendent for Baltimore County Public Schools in July 2017. She has spent her professional career in BCPS, previously serving as Senior Executive Director of the Division of Curriculum and Instruction. Additionally, she has served as an executive director of leadership development and a principal. Originally from Ramsey, New Jersey, Ms. Byers earned a master’s degree in administration and supervision from Johns Hopkins University, and a bachelor’s degree in education from Loyola University in Maryland.

  Mychael Dickerson

Chief of Staff

Mychael Dickerson became Chief of Staff for Baltimore County Public Schools in July 2017. Previously, he served as Chief Communications Officer for BCPS and executive director of communications, community outreach, and public policy for Henrico County Public Schools. He was a news anchor and reporter for WWBT NBC-12 in Richmond, Virginia. Mr. Dickerson has a bachelor’s degree in communications and a master’s degree in public administration from Virginia Commonwealth University. He was born and raised in Charlottesville, Virginia.

Dr. Racquel Jones

Racquel Jones became Community Superintendent for Baltimore County Public Schools in August 2018. She previously served as the Executive Director, Secondary with Zone 2. Prior to joining BCPS, Dr. Jones served as an Assistant Superintendent, Executive Director of Support and Accountability, principal, assistant principal, and teacher with other school systems. Dr. Jones earned a doctoral degree in policy, planning and leadership from The College of William & Mary, a master’s degree in educational leadership from Regent University, a bachelor’s degree in business, and teacher certification in early childhood education, both from Norfolk State University.

  Maria Lowry

Acting Chief Human Resources Officer

Maria Lowry became Acting Chief Human Resources Officer at Baltimore County Public Schools in September 2019. She was the Assistant Superintendent of Human Resources for four years, and she has served BCPS for a total of 33 years as a teacher, instructional facilitator, assistant principal, principal, and assistant superintendent for high schools. Ms. Lowry earned a master of education degree in administration and supervision from Loyola College, a master of science in education from Johns Hopkins University, a bachelor’s degree in elementary education from College of Notre Dame, as well as graduate certificates from Johns Hopkins University in curriculum leadership and leadership in technology integration, and the Professional Human Capital Leader in Education (pHCLE) certification.

Dr. George Roberts

George Roberts became Community Superintendent for Baltimore County Public Schools in July 2016. Previously, he served BCPS as the Senior Executive Director of Curriculum and Instruction, Executive Director of Curriculum Operations, and principal of Perry Hall High School. His background includes seven years as principal, seven years as assistant principal and six years as a classroom teacher. Dr. Roberts earned his doctoral degree in educational leadership from Walden University, a master’s degree in school administration and supervision from Bowie State University and a bachelor’s degree in history from Towson University.

  Dr. Brian Scriven

Chief Administrative and Operations Officer

Brian Scriven became Chief Administrative and Operations Officer for Baltimore County Public Schools in March 2020, after serving as Acting Chief Administrative and Operations Officer since January 2020. Previously, he served as the Executive Director of School Support for secondary schools in the west zone. His prior experience includes 5 years of educational leadership in Montgomery County Public Schools, preceded by 22 years of experience with BCPS, where he served as a turn-around principal for both Woodlawn Middle and Woodlawn High School. Dr. Scriven earned a doctorate degree in urban educational leadership from Morgan State University.  He holds a master’s degree in supervision and leadership from the College of Notre Dame of Maryland, as well as two bachelor’s degrees from Bloomsburg University—in education and business management with a minor in marketing.

  Dr. Monique Wheatley-Phillip

Chief Accountability and Performance Management Officer

Monique Wheatley-Phillip became Chief Accountability and Performance Management Officer for Baltimore County Public Schools in August 2019. Previously, she served as BCPS Executive Director of Strategic Planning and Research, and her service to BCPS also includes the roles of teacher, administrator, assistant superintendent, and executive director of school support. Dr. Wheatley-Phillip earned an Ed.D. in planning and management from Morgan State University, an M.Ed. from the University of the Virgin Islands, and a Bachelor of Arts degree from Jacksonville University.

Michael Zarchin became Chief of School Climate and Safety for Baltimore County Public Schools in August 2019. He previously served as Director of Learning, Achievement, and Administration for Montgomery County Public Schools. Dr. Zarchin has been an elementary school teacher, high school counselor, middle school assistant principal, middle school principal, consulting principal, and central office administrator. Dr. Zarchin earned his doctorate from Walden University, master’s degree from Johns Hopkins University, and bachelor’s degree from the University of Dayton.
