Grow Our Own teacher programs and initiatives help address teacher shortages, retention issues, and teacher diversity. Hiring internal candidates who are already living and working in Baltimore County is a great way to ensure quality educators are working in our schools. Motivated, well-qualified candidates are among our own paraprofessional workforce. Similarly, the same opportunity exists with current BCPS students. Identifying various initiatives will support efforts to increase an educator workforce that is representative of the student population BCPS serves as well as promote employee growth and development.
The Office of Certification collaborates with various internal and external partners to create various pathways for potential teachers of color to enter a teaching career with BCPS in a manner that best fits their trajectory.
Bowie State University: Undergraduate Program in Elementary Education or Early Childhood/Special Education
Bowie State University is seeking underrepresented minoritized paraeducators who are interested in enrolling in an undergraduate program towards license in Elementary Education or Early Childhood/Special Education. Interested paraeducators must be employed with BCPS.
This is a one-year program which will be funded by the Teacher Quality and Diversity Grant. The grant will cover books and tuition for up to seven (7) classes. Potential candidates must possess an Associates of Arts in Teaching (AAT) or Associates Degree (AA) in education, assigned in an elementary or early childhood setting, and cannot already be enrolled in a teacher education program.

Baltimore Teacher Apprenticeship Program (BTAP) - BCPS/Loyola University Maryland Partnership
The Baltimore Teacher Apprenticeship Program in partnership with Loyola University Maryland
(
BTAP) is a one-year teacher preparation program
that provides apprentices with training with a cohort of peers and guidance from experienced teacher mentors. Apprentices will complete graduate coursework to earn a master’s degree in education or special education. While working toward certification, apprentices will be assigned as BCPS Teacher Fellows and
maintain
active employment, compensation, and benefits.
Participants will receive structured training and support throughout the program as well as beyond graduation.

Growing Our Own for BCPS Scholarship - The Education Foundation of Baltimore County Public Schools
Baltimore County Public Schools
(BCPS)
is
currently experiencing a major teacher shortage
, especially a shortage of teachers who are black, indigenous, people of color
(BIPOC)
, teachers of special education and ESOL, and women in
science, technology, engineering, and math
(STEM)
content areas
.
The Baltimore County Government has offered
the Education Foundation of Baltimore County Public Schools, Inc. (The Foundation) a $1 million dollar grant to support the efforts of the BCPS Department of Human Resources in
recruiting, training, and retaining BIPOC teachers and women in STEM fields to teach in
BCPS.
Applicants must be studying education between June 1, 2024 and December 30, 2026. Scholarships applications are reviewed by semester. There are rolling application window deadlines.
