The Residency Office assists families with special enrollments in Baltimore County Public Schools. These enrollments may include shared domiciles, state-supervised care, informal kinship care, serious family hardship situations, and other nonresident enrollments.
The Residency Office considers appeals and issues decisions regarding special transfers, withdrawals, and enrollment denials on behalf of the Executive Director of the Department of Social-Emotional Support.
The Residency Office also helps parents understand our superintendent's policy and rules 5140 and 5150, which focus on special transfers and nonresident cases. The Office provides leadership in developing, updating, and implementing system-wide training programs regarding residency and enrollment.
Proof of Residency
When registering for enrollment in a Baltimore County Public School, proof that the child is domiciled in Baltimore County with a parent or legal guardian is required.
Proof of residency must be updated each time residency changes, and the school must be notified within 15 business days.

The following residency documentation is required for enrollment:
- Proof of ownership may include a deed, mortgage coupon book, real estate tax bill, or title. - OR
- Lease, which must include all pages and required signatures. - OR
- A rental agreement with a private party owner must include proof of ownership from the landlord and the required signatures.
And
- Three (3) proofs of residence may include business documents, business mail, or other documents approved by a PPW. They must display the parent's name and address and be dated within 60 days. Acceptable proofs of residence may include English and Spanish.
And
- Photo Identification may include a driver's license, a passport, a work photo identification, or any other type of photo identification.
The following documents are also required for enrollment
- Birth certificate or other documentation of student name and age; and
- Proof of immunization (Students missing required vaccines must have an appointment to obtain missing vaccine(s)/records within 20 days)
- School Registration Form
- Health History Form
- Transfer papers from prior school (Grades 1 – 12)
- IEP/504/Student Support Plan (If applicable)
- Prior Care Form (Kindergarten Only)
- Proof of income (Preschool / PreK Only)

Transition Year Residency Reverification
Superintendents Rule 5150 requires that all resident students transitioning from Grade 5 to Grade 6 and from Grade 8 to Grade 9 will be required to verify domicile prior to the beginning of the school year. To be considered for enrollment in any subsequent school year, the parent must submit the following to the student’s home school no later than August 15:
- Proof of Parent Identity,
- Proof of domicile for homeowner or Proof of domicile for renter, and
- Three different pieces of mail or business documents to verify name and address. The documents must be dated within 60 calendar days of the date submitted, OR
- If enrolled in a Shared Domicile living arrangement, a completed Shared Domicile Disclosure Renewal Form and its required residency documents. **If there is a change in the Shared Domicile address, a new notarized “initial” Shared Domicile application is required.
During the month of April each school will provide 5th and 8th grade parents with notice of their reverification requirements. Failure to verify domicile in the school attendance area prior to the start of the school year shall result in the student’s withdrawal from school on August 15, 2025.
