STUDENTS

RESIDENCY, ENROLLMENT, AND ATTENDANCE

The Office of Pupil Personnel Services connects and identifies students with support for enrollment, attendance, and behavioral services.  Pupil personnel workers (PPWs) act as advocates and work to detect barriers to academic achievement and emotional well-being. To forge home, school, and community partnerships, the Pupil Personnel Worker acts as a liaison between various departments within local education agencies and a referral source to outside agencies and community resources. Some of the most common functions of the Pupil Personnel Worker throughout Baltimore County include:

  • Special Enrollments
  • Conducting home visits for attendance and engagement.
  • Interpreting school policies and procedures for schools, students, and families. 
  • Investigating out-of-county and out-of-district residency requests.
  • Petitioning cases to the court for violations of the Maryland Compulsory Attendance Law.
  • Arranging and facilitating intake conferences for students returning from DJS (Department of Juvenile Services) facilities.
  • Providing case management for homeless students and/or expelled students.

PPS works collaboratively with students, families, schools, and community stakeholders by offering resources, eliminating barriers, and bridging gaps to: 

        ·         Improve school attendance.

        ·         Support implementation of BCPS residency policies.

        ·         Facilitate special enrollment. 

        ·         Foster positive social, emotional, and behavioral growth.

To build student capacity to become contributing members of a global society.

ATTENDANCES

Regular school attendance is essential for student success. When attendance improves, the student's academic prospects and the chance of graduation improve. To promote school attendance, BCPS (Baltimore County Public Schools) has launched a campaign to address absenteeism. The campaign includes:

  • Messaging, strategies, and marketing materials promoting school attendance.
  • Collaborative problem-solving to address the underlying causes of chronic absenteeism.
  • Support services to increase student attendance.
  • Protocols for attendance notification and interventions for students at risk of becoming chronically absent.
