All About McKinney-Vento

The McKinney-Vento Act defines homelessness as children and youth who lack fixed, regular, and adequate nighttime residence.

McKinney-Vento federal grant funds are used to support the education of students and unaccompanied youth experiencing homelessness.

Under the McKinney-Vento Act, youth are considered homeless if they are:
      a. Sharing housing with others due to loss of family housing,
      b. Living in motels or hotels due to a lack of any other housing,
      c. Or living in emergency or transitional shelters.

BCPS Board Policy 5150 also outlines the criteria for homelessness.

BCPS Superintendent's Rule 5150 outlines the enrollment practices for students experiencing homelessness.

  2. Equal access to programs
  3. School enrollment without delay
  4. Opportunity to continue enrollment in the school or origin unless determined not in the best interest of the student
  5. Participation in the appeal and dispute process.

McKinney-Vento Services
