Safe and Supportive Schools image
BCPS is committed to fostering safe and welcoming learning environments for all students. As part of that commitment, BCPS strives to ensure that LGBTQIA+ students can express their gender identity free from discrimination, bullying, intimidation, or harassment. This commitment is codified in Board of Education Policy 0100, Equity; Policy 0600, Anti-Discrimination; and Policy 5580, Bullying, Cyberbullying, Harassment, and Intimidation. Our system's longstanding practice to foster equity, inclusion, and acceptance for all is in alignment with guidance from the Maryland State Department of Education. The October 2024 updated state guidance provides technical guidance and assistance for local systems as we work to support the rights of all students, including LGBTQIA+ youth.

Title IX of the Educational Amendments of 1972 prohibits any person in the United States from being discriminated against on the basis of sex, including sexual harassment, in seeking access to or participation in any educational program or activity receiving federal financial assistance. The U.S. Department of Education enforces Title IX, defining the meaning of Title IX’s prohibition on sex discrimination broadly, and setting forth regulations with which recipients of federal financial assistance, including elementary and secondary schools, must comply to address sex-based discrimination in any educational program or activity.
