Southwest Area Elementary Boundary Process

At its meeting on March 1, 2016, the Board of Education of Baltimore County approved new elementary school boundaries for schools in the southwest area of the county to help relieve persistent overcrowding among area elementary schools. Affected schools are: Arbutus ES, Catonsville ES, Halethorpe ES, Hillcrest ES, Relay ES, Westchester ES.

Boundary Change Implementation

Because the construction projects now underway in the area will be completed over the next two years (three will be completed in August 2016 and one, Relay ES, will be completed in August 2017) implementation will take place in two phases over the next two school years. The goal is to move students when seats are available and not move students to already overcrowded schools that will ultimately get relief when new seats are ready. Students whose homes are zoned to a new school as a result of the boundary change decision will move to their new schools as follows:

  • All students whose homes are newly-zoned to Catonsville ES, Halethorpe ES, and Westchester ES will attend those schools in August 2016.
  • All students whose homes are newly-zoned to Relay ES and Arbutus ES will attend those schools in August 2017

All families were notified in April 2016 regarding how the new boundaries may affect them.

All students whose homes will be newly-zoned to Relay ES and Arbutus ES once the construction of Relay ES is complete this summer will be notified again in early spring.

Elementary Schools under Construction

The projects below, along with a comprehensive boundary change process, will help relieve overcrowding in the Southwest Area.

  • Replacement elementary school at Catonsville ES on the nearby Bloomsbury Site (opening Fall 2016)
  • Replacement elementary school at Westowne ES (opening Fall 2016)
  • Addition at Westchester ES (opening Fall 2016)
  • Replacement elementary school at Relay ES (opening Fall 2017)

Boundary Study Committee and Recommendation

A committee comprised of school representatives, parents, and community members met seven times between mid-September and December 16, 2015. Members of the public attended and observed each committee meeting. Over 200 people attended the public information session on November 18 and over 1200 people completed an online survey regarding options under consideration by the committee. The committee's work and all related information about the boundary process can be found below. Links to video recordings of each meeting can be found next to each meeting date.

The Boundary Study Committee concluded its work on December 16, 2015.  The Committee made the following recommendation to move forward to the Board of Education for consideration:  MAP - DATA TABLES

The SW Area Boundary Study Committee completed their work at Meeting 7 on Wednesday, December 16, 2015.  All public email comments received through 2:30 p.m. on Wednesday, December 16, 2015 were provided to the committee for consideration.  Please refer to the Boundary Change Process Timeline for further public engagement opportunities, including the Board Hearing scheduled for Wednesday, February 17, 2016 at the Catonsville HS Auditorium.
