Village at Gunpowder Falls Boundary Study

Purpose:

A new community, known as the Village at Gunpowder Falls, is currently under construction. The cul-de-sac development is split across two elementary and two middle school boundaries. To align these school attendance areas, Baltimore County Public Schools (BCPS) has initiated a boundary change process. The scope of the boundary change will address the alignment of the attendance areas for the Village at Gunpowder Falls development to a single elementary school and a single middle school.

Study Outcome

At its meeting on June 23, 2020, the Board of Education of Baltimore County approved the recommended boundary change, effective for the 2020-2021 school year.

COVID-19 Boundary Resolution:

Due to the COVID-19 pandemic and its profound impact on the school system’s academic and administrative operations, BCPS has initiated a condensed boundary study for the Village at Gunpowder Falls development. The condensed process will assure a timely resolution of this matter and avoid the disruption and confusion related to a split community.

Board of Education of Baltimore County (Board) Policy and Superintendent’s Rule 1280 outline the procedures for establishing school attendance areas. BCPS Rule 1280, Section IX. Emergencies, indicates that “Each step in the boundary change process may be condensed or changed when implementation of the boundary change is required due to emergency circumstances.”  In consultation with the BCPS’ Office of Law, it was determined that the COVID-19 pandemic qualifies as an “emergency circumstance.”

Schools Affected by the Boundary Change Include:

  • Pine Grove Elementary School
  • Seven Oaks Elementary School
  • Perry Hall Middle School
  • Pine Grove Middle School

The map below shows the property parcels (pink lines) related to the Village of Gunpowder Falls (pink shaded parcels) currently split by the elementary school boundary (red line) and middle school boundary (green line).  This results in a current split in the community between:

  • A northern section zoned to Pine Grove Elementary and Perry Hall Middle schools
  • A southern section zoned to Seven Oaks Elementary and Pine Grove Middle schools
