Mr. Pedro Agosto

Mr. Pedro Agosto
Chief Information Officer

Pedro Agosto became Chief Information Officer for Baltimore County Public Schools in February 2022. Prior to joining BCPS, he previously served as Chief Information Officer with the District of Columbia Department of Consumer and Regulatory Affairs.  Mr. Agosto has over 30 years of strategic information technology planning, IT support services, technical project management, and quality assurance management experience. 

Mr. Agosto received his bachelor’s degree from Purdue University.

Dr. Mary Boswell-McComas

Dr. Mary Boswell-McComas
Chief Academic Officer

Mary Boswell-McComas became Chief Academic Officer for Baltimore County Public Schools in August 2019, after serving as Interim Chief Academic Officer since July 2017. Previously, she served as BCPS executive director of academics and coordinator of professional growth and partnerships. Prior to those positions, Dr. Boswell-McComas was a principal in Baltimore City Public Schools and an administrator and teacher in Harford County Public Schools. She obtained the rank of captain in the United States Army Reserves.

Dr. Boswell-McComas has a doctoral degree in education from Wilmington University, a master’s degree in curriculum and instruction from Loyola University Maryland, and a bachelor’s degree in history from Loyola University.

Mildred Charley-Greene

Mildred Charley-Greene
Chief of Staff

Mildred Charley-Greene became Chief of Staff for Baltimore County Public Schools in October 2021, after serving as Acting Chief of Staff since May 2021. Prior to joining BCPS, Ms. Charley-Greene served as an assistant principal and principal in Montgomery County Public Schools.

Ms. Charley-Greene’s educational experience includes a B.A. in communications from Prairie View A&M University and an M.A. in journalism from the University of Maryland, College Park. Ms. Charley-Greene earned teaching certification from Trinity College and Administrative I and Administrative II certification from McDaniel College. Ms. Charley-Greene was named the 2018 State Principal of the Year by the National Association of Secondary Principals and the 2019 High School Principal of the Year by the Maryland Association of Secondary School Principals.

Shiria M. Anderson
Chief Human Resources Officer

Shiria M. Anderson became Chief Human Resources Officer for Baltimore County Public Schools in August 2021. Prior to joining BCPS, she previously served as Chief Human Resources Officer with the District of Columbia Office of the Attorney General. Ms. Anderson has a strong background in human resources and operations, having served as Chief Administrative Officer at Family Matters of Greater Washington and Chief Human Resources and Compliance Officer for the City of Baltimore’s Mayors Office of Information Technology, and as Director of Human Resources for the National 4-H Council.

Ms. Anderson holds a bachelor’s degree from the University of Maryland, a master’s degree from the University of Baltimore and is Lean Six sigma and SHRM/HRCI certified.

Christopher Hartlove
Chief Financial Officer

Chris Hartlove is the Chief Financial Officer (CFO) for Baltimore County Public Schools (BCPS). As CFO, he leads all functions of the Division of Fiscal Services including accounting, budget, grants, payroll, and purchasing. He serves as the BCPS insurance trustee with the Maryland Association of Boards of Education (MABE). He also staffs the Budget Committee and the Buildings and Contracts Committee.

Before being named CFO in February of 2022, Chris was the CFO for Carroll County Public Schools (CCPS) for 14 years where he oversaw the areas of budget, finance, food services, grants, internal audit, payroll, and purchasing. He also staffed the Audit Committee. Chris served as an adviser to the Superintendent of Schools on all matters related to the school district’s finances and operating budget. His priorities were to help align available resources to the master plan and to maintain the overall financial strength of the organization.

Prior to his role as CFO for CCPS, he worked in the Budget Office at both the University of Maryland and UMBC where he used his data analysis skills to help inform decision-making.

Chris served as Treasurer of the Public School Superintendents’ Association of Maryland where he was the first non-superintendent to hold the position.

Chris earned a bachelor’s degree in Management Information Systems and Certificate in Operations Research from UMBC. 


Dr. Michael ZarchinDr. Michael Zarchin
Chief of Schools

Michael Zarchin became Chief of Schools in January 2022. He previously served as the Chief of School Climate and Safety.  Prior to joining BCPS, Dr. Zarchin served as a teacher, school counselor, assistant principal, principal, consulting principal, and central office administrator.  

Dr. Zarchin’s achievements include the Mark Mann Excellence and Harmony Award for demonstrating exceptional ability to encourage academic excellence, positive human relations, and strong community outreach, the Johns Hopkins University recognition for significant gains in the performance of underachieving students at Thomas W. Pyle Middle School, and the University of Dayton, George J. Rennaker Award of Excellence for outstanding achievement in teacher education. Thomas W. Pyle Middle School was the recipient of the prestigious National Blue
Ribbon School designation and Maryland State Department of Education Blue Ribbon School of Excellence when Dr. Zarchin served as principal.  

Dr. Zarchin earned his doctorate from Walden University, master’s degree from Johns Hopkins University, and bachelor’s degree from the University of Dayton.
