Biography

Dr. William Heiser

Superintendent, Baltimore County Public Schools

Superintendent Dr. William Heiser brings to Baltimore County Public Schools decades of experience as an educator and system leader, recognized for advancing student achievement, strengthening organizational performance, and building trust with diverse communities.

Immediately prior to leading BCPS, Dr. Heiser served as chief operating officer for Anne Arundel County Public Schools, where he provided executive leadership for Maryland’s fourth largest school system, supporting more than 85,000 students and 130 schools while serving on the superintendent’s cabinet and acting as the superintendent’s designee. His accomplishments include leading a historic redistricting process, managing a $195 million capital budget, and overseeing the delivery of major school construction projects aligned to enrollment growth and educational priorities.

Prior to his leadership role for Anne Arundel County Public Schools, Dr. Heiser successfully led three high schools. During his tenure as president of Cristo Rey Jesuit High School in Baltimore City, 100% of graduating seniors were accepted to college for eight consecutive years. As principal of Catonsville High School in Baltimore County, he managed a high-performing school community focused on academic innovation, college readiness, and strong stakeholder partnerships. As principal of North County High School in Anne Arundel County, he steered a comprehensive school turnaround resulting in significant gains in student achievement, Advanced Placement participation, graduation rates, and scholarship attainment, earning him recognition as Maryland High School Principal of the Year.

Earlier in his career, Dr. Heiser’s experiences as an assistant principal, school counselor, and higher education administrator informed his systems-level perspective and commitment to supporting the success of every student.

Dr. Heiser holds a Doctor of Education from Morgan State University; an Organizational Change Certificate of Advanced Study, focused on school administration, from Towson University; a Master of Education in school counseling; and a Bachelor of Arts in sociology from Loyola University Maryland. Dr. Heiser maintains active Maryland certifications as Superintendent I & II and Administrator I & II and has participated in prestigious executive training programs, including the AASA-Howard University Urban Superintendents Academy.

Dr. Heiser and his wife, Tracy, reside in Anne Arundel County and have two adult sons, Caden and Conlan.
