April 16, 2026 Staff and Community Update:  County Executive Klausmeier Releases FY 2027 Operating Budget Proposal

Dear Team BCPS—

This morning, County Executive Kathy Klausmeier presented her Fiscal Year 2027 operating budget to the Baltimore County Council. We are grateful for County Executive Klausmeier’s unwavering support of Baltimore County Public Schools and for proposing to fund the system above Maintenance of Effort (MOE), the minimum amount county government is required to fund. The FY27 budget proposal recommends an overall 4.5 percentage ($44.5 million) increase above MOE. It includes $9.3 million in additional funding for BCPS allowing us to restore critical school-based positions, as well as $5.4 million above the Board’s proposed budget to support increased healthcare and pension expenses.

March 18, 2026, Staff & Community Message: Baltimore County Public Schools Announces Launch of Rising Together Mental Health Screening Program Pilot

Baltimore County Public Schools, in partnership with Ray Lewis and the Ray of Hope Foundation, Possibilities for Change, J&B Medical, and the Stephen and Renee Biscotti Foundation, today announced the launch of the Rising Together Schoolwide Mental Health Screening Program. The program, which will be offered in 15 BCPS schools, connects students ages 8–18 with confidential mental health and wellness screenings designed to identify depression, anxiety, and other risk factors early. Schools will receive data-driven insights that help guide interventions, referrals, and ongoing support for students and families.

March 11, 2026, Staff & Community Message: Blueprint for Maryland’s Future Fiscal Compliance—BCPS Submits Waiver Application

Baltimore County Public Schools requested a waiver to extend to Fiscal Year 2028 full compliance with the Minimum School Funding (MSF) requirements outlined in the Blueprint for Maryland’s Future. February 5, 2026 Staff and Community Update: Team BCPS Virtual Learning Survey

Based on stakeholder feedback, Baltimore County Public Schools approved an inclement weather plan for the 2025–2026 school year that includes virtual learning after three traditional inclement weather days. Schools and offices were closed January 26-28, 2026, and BCPS transitioned to virtual learning on January 29 and 30. BCPS is seeking your feedback on the recent virtual learning days to inform future planning. Please submit your responses by Sunday, February 8, 2026.

December 3, 2025 Staff and Community Update: Fiscal Year 2027 Operating Budget Overview

At the December 2 Board of Education business meeting, Dr. Rogers provided an overview of the development of the Fiscal Year (FY) 2027 Operating Budget. December 1, 2025 Staff and Community Update: 2025-2026 BCPS Inclement Weather Plan

As we head into the winter months, we want to provide an important reminder regarding our Virtual Inclement Weather Day Plan for the 2025-2026 school year. The Maryland State Department of Education (MSDE) has given local school systems the option to repurpose inclement weather days as virtual school days. Our plan is to transition to virtual school days after three inclement weather closures.

The second marking period is underway! Here are some important reminders for Team BCPS students and families as we approach the end of the calendar year.

Academics and Attendance
BCPS is committed to advancing academic progress for all. We encourage parents and caregivers to review the grade and attendance reports that are sent every Friday via Focus and Schoology and connect with your child’s school for any needed support. Consistent attendance is key to student success!  Students are expected to attend all classes on time each day, actively participating in discussions and activities and completing assignments. BCPS encourages parents and caregivers to support their child in being Here for It! Our attendance initiative offers students, parents, and educators’ valuable resources, tools and tips to help decrease barriers to regular school attendance.

November 7, 2025 Staff and Community Update: Inclement Weather Plan for the 26-27 School Year - Team BCPS Community Input Survey

We value your input. As outlined in Senate Bill 610, Chapter 804, "the county superintendent may decide to provide a day of virtual education only if the LEA has used all the days incorporated into its calendar for school closures for severe weather conditions". The 2026-2027 BCPS school calendar includes 3 inclement weather days. As we plan for winter weather for next year, BCPS would like to know your preferences. November 4, 2025 Staff and Community Update: BCPS Leads the State in the Number of 5-Star Schools for the Second Consecutive Year

Dear Team BCPS -

Today (Nov. 4), the Maryland State Department of (MSDE) released new school performance and accountability information for each public school system in the state, including Star Ratings for individual schools. These new Star Ratings are calculated using 2024-2025 school year data. BCPS once again leads the state with the most 5 Star schools (23), and, for the second year in a row, BCPS improved its average Star Rating. BCPS has the highest percentage of 5-Star schools among all medium and large school systems in the state. Twenty-six schools saw an increase in their overall Star Rating, and the number of 1-Star and 2-Star schools dropped by six in 2025.

As BCPS works on developing the recommended operating budget for Fiscal Year 2027 over the next few months, it is important to receive input from the Team BCPS community. The school system will use the survey feedback to help guide the construction of the budget. This will be another challenging budget cycle for BCPS and school systems across the state with the continued expansion and implementation of the Blueprint and probable lower federal, state, and local revenue. BCPS Students Make Gains on State English Language Proficiency Assessments; BCPS Rate of Improvement Exceeds State

Today, the Maryland State Department of Education released data on the percentage of English Language Learner (ELL) students across the state who are on track to achieve English language proficiency. We are pleased to share that Baltimore County Public Schools (BCPS) had the highest one-year increase in English language proficiency among similarly sized school systems in Maryland. The BCPS rate of improvement in English language proficiency for 2024-2025 (1.4 percent) exceeds the statewide improvement percentage (0.8 percent).

August 26, 2025 Staff and Community Update: For the second year in a row BCPS improves MCAP scores

Dear Team BCPS—

Data released today, August 26, by the Maryland State Department of Education (MSDE) shows that Baltimore County Public School students have made gains in performance on the English Language Arts (ELA) and mathematics state assessments for the second year in a row. Eighty BCPS schools saw increases in the percentage of students scoring proficient in both ELA and math. BCPS students made gains on 14 of 16 English and math assessment data points. In less than three years, BCPS has shown the greatest gain in ELA achievement since 2019. The BCPS rate of improvement in ELA for 2025 (3.1 percent) exceeds the statewide improvement percentage (2.4 percent).

BCPS parents/caregivers will receive attendance and grade reports for their child(ren) each Friday morning. Beginning August 28, the attendance reports will be sent via Focus and the grades summary will be sent via Schoology.  The reports will be sent to the email address your child’s school has on file, so please ensure your contact information is up to date in Focus!

BCPS Curriculum NightsStudents, parents, caregivers, and stakeholders are invited to participate in the 2025 BCPS Curriculum Night. At the event, families can learn about BCPS curriculum and current system efforts to make improvements in English language arts, mathematics, early childhood education, English Language Development (ELD), and special education. Families can talk one-on-one with BCPS staff about how to support students at home. Dear Dear Team BCPS Families:

As the summer break winds down, here are some important dates you need to know:

  • Thursday, August 21 – Early Entry Day for Grades 6 and 9

Students will tour their new schools and meet teachers and administrators. If your child is entering Grade 6 or 9, expect to receive more information soon from your child's school. 

  • Monday, August 25 – First day of school for Grades 1-12
  • Wednesday, August 27 – First full day of Kindergarten

One more date to remember is Saturday, August 16. On that date, from 11 a.m. – 1 p.m. at New Town High School, 4931 New Town Blvd. in Owings Mills, we will hold BCPSfest, our annual, systemwide back-to-school festival. We hope you and your family will join us for free, family-friendly fun, resources, and information.
