December 3, 2024 Staff & Community Update: MSDE Releases 2024 Maryland School Report Card 

Dear Team BCPS Parents, Guardians, Staff and Students -

Today (Dec. 3), the Maryland State Department of Education (MSDE) released new accountability information for each public school system in the state, including the Star Ratings for individual schools. These new Star Ratings are calculated using 2023-2024 school year accountability data. The data for Baltimore County Public Schools (BCPS) show significant improvement, with 38 BCPS schools seeing an increase in their overall Star Rating. According to state data, BCPS has the greatest number of 5 Star schools in the state.

Out of 163 BCPS schools with accountability data as outlined by MSDE—

  • 20 schools earned a Star Rating of 5
  • 44 schools earned a Star Rating of 4
  • 66 schools earned a Star Rating of 3
  • 32 schools earned a Star Rating of 2
  • 1 school earned a Star Rating of 1

At the elementary and middle school level, schools are assessed on academic achievement, academic progress, progress in achieving English language proficiency, and school quality and student success. High schools are assessed on academic achievement, graduation rate, progress in achieving English language proficiency, readiness for post-secondary success, and school quality and student success.

 The overall BCPS 2024 Star Rating average is 3.3, which is 0.2 points higher than our 2023 Star average of 3.1. Of the 110 elementary schools that received a Star Rating, 27 increased their rating by one star and one elementary school increased its rating by two stars. Only six elementary schools received one star lower than their 2023 ratings which is a significant improvement from last year where 23 schools saw a drop in their Star Ratings. The Star Ratings for 75 elementary schools remained the same.

Of the 27 middle schools that received a Star Rating, six increased their rating by one star. The majority of BCPS middle schools (20) have Star Ratings that are the same as their 2023 ratings.

Among BCPS’ 24 high schools, four increased their rating by one star and no high schools had a decrease in ratings, a significant improvement compared to the 22-23 school year where eight high schools saw a decrease in their Star Ratings.

We are encouraged by the growth our schools are making on key markers of progress and achievement. The improvements in 2024 Star Ratings across the system are evidence of the effectiveness of the targeted and comprehensive resources and supports we put in place to fast forward student achievement. We will continue to use multiple and frequent measures to evaluate student progress and assess where we need to intensify efforts to meet the needs of our students and bolster achievement.
