PUPIL PERSONNEL SERVICES DIRECTORY

RESIDENCY, ENROLLMENT, AND ATTENDANCE
The Student Support Services connects and identifies students with support for enrollment, attendance, and behavioral services. Pupil personnel workers (PPWs) act as advocates and work to detect barriers to academic achievement and emotional well-being. To forge home, school, and community partnerships, the Pupil Personnel Worker acts as a liaison between various departments within local education agencies and a referral source to outside agencies and community resources. Some of the most common functions of the Pupil Personnel Worker throughout Baltimore County include:
- Special Enrollments
- Conducting home visits for attendance and engagement.
- Interpreting school policies and procedures for schools, students, and families.
- Investigating out-of-county and out-of-district residency requests.
- Petitioning cases to the court for violations of the Maryland Compulsory Attendance Law.
- Arranging and facilitating intake conferences for students returning from DJS (Department of Juvenile Services) facilities.
- Providing case management for homeless students and/or expelled students.
MISSION STATEMENT
Student Support Services works collaboratively with students, families, schools, and community stakeholders by offering resources, eliminating barriers, and bridging gaps to:
· Improve school attendance.
· Support implementation of BCPS residency policies.
· Facilitate special enrollment.
· Foster positive social, emotional, and behavioral growth.
VISION
To build student capacity to become contributing members of a global society.

Regular school attendance is a key factor in ensuring student achievement and long-term success. Consistent attendance enhances academic performance and increases the likelihood of on-time graduation. To strengthen attendance across the district, Baltimore County Public Schools (BCPS) has launched a comprehensive campaign aimed at reducing absenteeism. This initiative includes:
-
Targeted messaging, strategies, and marketing materials that emphasize the importance of regular attendance.
-
Collaborative problem-solving efforts to identify and address the underlying causes of chronic absenteeism.
-
Enhanced support services are designed to help students and families overcome barriers to consistent attendance.
-
Established protocols for attendance notifications and tiered interventions to support students at risk of chronic absenteeism.
