Survey

The July survey is now closed.  BCPS extends thanks to all who participated.  Results will be posted soon.  Watch for a new survey in September.

Purpose

To study all BCPS high schools and identify potential options and strategies for providing enough seats for growing enrollment. The options and strategies will be presented to the Board of Education. A complete timeline is available.

Background

BCPS hired Sage Policy Group, Inc. for the high school capacity study. High school overcrowding is expected to peak in the next decade.

This study is supported by the Board of Education of Baltimore County, Baltimore County Government, and Maryland legislators from Baltimore County.

Public Information Sessions, July and September 2018

You are invited to provide feedback on the potential options and strategies. There will be a brief presentation, and the community will be able to view and discuss options and strategies with staff, and complete the online survey.

Scenario Summary

Scenario 1: Use Existing Seats
This scenario prioritizes use of existing capacity at comprehensive schools that are projected to have less enrollment than their school’s State Rated Capacity (SRC), but only to a degree.
Scenario 2: Use Existing Seats Aggressively
This scenario minimizes the cost of increasing capacity through new construction (replacements or additions) by fully using existing school capacity at schools with less enrollment than their school’s State Rated Capacity (SRC).
Scenario 3: Just Build It
This scenario minimizes boundary changes by building additional capacity through additions to schools that are projected to be over 110% capacity.
Scenario 4: Magnets on the Move

This scenario uses a strategy of moving programs, such as ESOL and magnet programs, from schools that are projected to be over 110% capacity to schools that are projected to have less enrollment than their school’s State Rated Capacity (SRC).
Scenario 5: Toward “Optimal” School Size
This scenario prioritizes a maximum school capacity of 1,700 for schools that are receiving additions or replacement schools to increase their capacity.  Existing schools whose capacity currently exceeds 1700 would not be subject to capacity reductions.
Scenario 6: Building Magnets
This scenario prioritizes countywide equity in access to Magnet programs and quality of magnet facilities by increasing magnet schools’ capacity countywide through replacement schools.
Scenario 7: The FY2019 Capital Plan
This scenario prioritizes the FY2019 capital plan.

Online Survey, July 9 – 29, and September 2018

You are invited to provide feedback on the potential options and strategies. The results of the online survey will be made available to the public. The survey will be available from July 9 – 29, and then in September (dates will be announced). The survey will be translated into 6 languages: Arabic, Chinese, French, Russian, Spanish, and Vietnamese.


Email comments for the high school capacity study may be submitted to highschoolstudy@bcps.org. All email comments received are public record, and will be logged and posted to the website including your name but not your email address.  Please avoid including personal information (e.g. phone numbers, student names, etc.).
