All children will enter kindergarten ready to learn. Each family will be empowered to support their child’s development and engage in partnership with their school communities. Baltimore County Public Schools will welcome and support all children and facilitate their smooth entry into kindergarten in their neighborhood schools.
Baltimore County’s Birth-to-Five Services will provide equitable, high quality services, grounded in evidence-based interventions, developmentally appropriate educational services, authentic partnerships, and high quality practices for each eligible child and family.

All stakeholders will receive consistent, clear, and open communication regarding Baltimore County’s services and the importance of high quality early childhood experiences and opportunities.
Birth to Five Services staff members will efficiently and intentionally promote professional growth and shared accountability for all outcomes.
