- What is the Third Party Billing program? The Third
Party Billing program began in 1992 for Baltimore County
Public Schools. The program is based upon a law signed by
President Reagan in 1988, which states that school systems
are eligible for reimbursement from Medicaid for costs incurred
by providing special education services.
- What is the Maryland Children's Health Program?
The Maryland Children's Health Program (MCHP) is a program
that is an expansion of Maryland Medicaid. The income eligibility
has changed, and the Medicaid coverage has been expanded.

- What would make my child eligible for Third Party Billing?
For children to be eligible for the Third Party Billing
program, they must be in the special education program (have
an active Individualized Education Plan - IEP), and have
Medicaid coverage.
- Will the services provided to my child change based
upon their Third Party Billing eligibility? No, the
special education services provided to your child will not
change based upon their eligibility for the Third Party
Billing program.
- How can I enroll my Baltimore County Public School
child in the Third Party Billing program? You can enroll
your child in the Third Party Billing program by filling
out the Registration Form
found in our Parents/Guardians Information Section. Please
follow the instructions provided to complete the form correctly.
- What case management and related services are reimbursable
by Medicaid? Several case management and related services
provided to special education students are reimbursable
by Medicaid. These services include: speech/language services,
occupational therapy, physical therapy, psychological services,
social work services, nursing services, psychiatric services,
audiological services, monthly ongoing IEP case management,
and IEP team meetings.
- My child has Medicaid and Private Health Insurance.
How will this program affect my insurance coverage?
The Third Party Billing program will not affect your private
health insurance coverage. Baltimore County Public Schools
does not bill private health insurance companies for special
education services provided to students.
- How are the funds generated from the Third Party Billing
program used? Funds generated through the Third Party
Billing program are used to expand and enhance special education
health related services in Baltimore County Public Schools.
- Will this program have an affect on my Medicaid coverage?
This program will not impact your Medicaid coverage. Medicaid
will not drop or change your coverage based upon our program.
- What happens if my child does not have Medicaid?
No change in your child's services will occur if your child
does not receive Medicaid.
