The Office of Third Party Billing is part of the Department of Fiscal Services and is responsible for the billing and receipt of Medicaid dollars for services provided to students by Baltimore County Public Schools (BCPS).

Additionally, the Office of Third Party Billing

  • Provides training and technical assistance to school-based staff to help identify and document services provided to Medicaid eligible BCPS special education students who receive speech, occupational therapy, physical therapy, psychological, nursing, social work, audiological, transportation, and case management services.
  • Oversees the expenditure of Medicaid funds to ensure compliance with Maryland State Department of Health and Mental Hygiene (DHMH), and federal regulations from the Centers for Medicaid and Medicare Services (CMS).
  • Collaborates with the Office of Special Education, Office of Psychological Services, Department of Information Technology, Office of Health Services, and the Office of School Social Work Services, in order to ensure the accuracy, effectiveness, and efficiency of the program.
  • Bills Medicaid and other third party payors for services provided in school-based health centers.
  • Administers and monitors the BCPS Autism Waiver Program.
  • Conducts internal audits to ensure compliance with Medicaid regulations.
