These reports contain tables and maps of Baltimore County Public Schools (BCPS) enrollments and State Rated Capacities. The reports also contain five years of enrollments by school in comparison to projected enrollments.

Enrollment Projections are a key responsibility of the Office of Strategic Planning. Projections are updated annually for one through ten years. All projections are based on September 30 enrollments for a given year. The process and timeline for enrollment projections is also below.

In accordance with the Baltimore County Adequate Public Facilities Ordinance, the Office of Strategic Planning provides pupil yield factors to the Baltimore County Office of Planning. Yield factors are ratios that indicate the expected number of students a residential development will likely generate over time. Planners and developers use our yield factors when filing plans with the Baltimore County Office of Planning. Yield factors are specific to elementary, middle, and high school students, as well as to housing type, tenure (rent vs. own) and Baltimore County election district. Yield factors are not time-dependant, as a number of factors ranging from market value to construction delays can influence how slowly or quickly a development will be constructed, and the rate it will produce school-aged children.

In 2008, the Office of Strategic Planning conducted a study regarding potential future planning initiatives in the Southeast Administrative Area. The committee included administrators and stakeholders from schools throughout the area, and concluded in a community forum to garner input from the public. The background data and the community forum results are included here.
The Office of Strategic Planning is responsible for producing the required annual Education Facilities Master Plan. This document is required by the Maryland Department of Planning, and contains facilities information on existing schools and future needs.
