Counseling
The Office of School Counseling is guided by three state goals
for school counseling:
- To enable students to experience school success.
- To enable students to develop career awareness and decision-making
competencies.
- To assist students in understanding and respecting self
and others.
These three state goals define the parameters
of the services provided to all students by school counselors
in Baltimore County Public Schools. These services are realized
through three major role functions:
- Counseling (individual, group, and classroom guidance)
- Consultation to parents, teachers, and school teams
- Coordination of school wide initiatives and the development
of a plan of school counseling services.
All school counselors are expected to develop annually a
needs-based school counseling program plan that addresses
the developmental, as well as remedial, social, emotional,
and behavioral needs of all students K-12. This office directs
school counselors to share the school counseling program plan
with all stakeholders at the local school level. In the construction
of these plans, school counselors are guided by the Essential
Guidance Program (1996), The National Standards for School
Counseling Programs (American School Counseling Association,
1999), and the Blueprint for Progress (BCPS). Additionally,
school counselors are expected to consult the School Improvement
Team to look for ways that the school counseling program plan
will compliment school goals and objectives. Finally, school
counselors may look to aspects of the curriculum content to
determine elements within it that may reinforce school counseling
objectives. This office also collaborates with offices in
the Division of Curriculum and Instruction to address shared
interests - The Office of Health Education, the Offices of
Mathematics, English, Social Studies, Science and Foreign
Language, and the Office of Career and Technology Education.
The Office of School Counseling represents the developmental,
social, and emotional needs of students in systemwide committees
and statewide initiatives. This office collaborates with others
offices within the Department of Student Support Services
to provide coordinated Pupil Services leadership to this system.
This Office collaborates with other offices within the Department
of Student Services to address a key strategy in the Blueprint
for Progress.
