Staffing Plan
Local school systems are required by the Code of Maryland
Regulations (COMAR) 13A.05.02.13D to develop a yearly staffing
plan to ensure sufficient staff is available to provide a free
appropriate public education (FAPE) in the least restrictive

the Special Education Citizens’ Advisory Committee
(SECAC) and the Baltimore County Public Schools, Office of
Special Education. Its purpose is to provide families and
