Instructional Technology Cohort Programs
for
Baltimore County Public School
Teachers and Administrators
The Office of Instructional Technology sponsors
several cohort programs for BCPS teachers and administrators
to provide professional development opportunities that incorporate
effective leadership strategies with best practices for teaching
and learning with technology.
These cohort programs are open to PreK-12 teachers
and administrators in Baltimore County Public Schools. New
cohort programs may be formed each year and each fall meetings
are held to share information about the various cohort programs.
Most cohort programs begin in either the spring or summer
semesters depending upon the number of teachers/administrators
who are interested in joining one of the programs. Information
regarding the meetings is distributed through the OIT website
and by BCPS technology liaisons and integration teachers.

For your information, listed below are brief
descriptions of each cohort program.
The
Johns Hopkins University
Master of Science in Education Technology for Educators
The Technology for Educators graduate program incorporates
the latest research in technology, leadership, and learning
into highly interactive, practical instructional applications.
Students gain competencies in technology planning, collaborative
team building, instructional design and development, emerging
technologies, applied research, and leading and evaluating
organizational change.
The cohort program is designed to prepare leaders in technology
integration to work in classrooms, schools, and in central
office positions in school districts. Many graduates go
on to work in highly visible careers within the field of
instructional technology.
Requirements (36 Credits)

Instructional Leader (12 Credits) - Emphasis in Technology

Agent of Change (12 Credits)
Elective (3 Credits)
Academic Standards
Students should have a 3.0 or better GPA to qualify for
admission and must maintain a 3.0 or better to remain in
the graduate program.
Tuition and Fees
Tuition for the Baltimore County Cohort program is set at
the cohort rate and fixed for the duration of the cohort
program.
Cohorts are eligible for a 10% reduction in the current
open enrollment tuition for a 3-credit course less the current
BCPS reimbursement rate.
BCPS
Cohort Participant Expectations
- Applicants must have a minimum of 2 years
successful classroom experience.
- Applicants must submit formal application
to the appropriate college or university to enroll in the
graduate program.
- Applicants must commit to the BCPS cohort
program in its entirety and attend courses according to
the program plan.
- Applicants must register and make payment
to the college or university prior to/during the first class
of each semester.
- Applicants will pay
the college or university tuition minus the amount that
BCPS reimburses per credit ($125.00/credit). BCPS directly
reimburses the college or university for cohort program
courses according to the BCPS policies. Applicants do not
need to submit a request for reimbursement to BCPS.
Benefits
of the Cohort Program
- Flexible class schedules are arranged to
meet in the evening and/or on Saturdays. Classes are designed
to accommodate the schedules of working professionals. Some
courses will be held at Baltimore County locations; however,
some classes may be held on the college campus.
- Reduced Tuition costs that are fixed for
the duration of the cohort program.

The
Johns Hopkins University
Graduate Certificate Program in School Leadership
The Graduate Certificate Program in School Leadership
in Technology has been developed for school-based administrators
and teachers who would like to become leaders in the effective
use of educational technology in their schools. The program
is designed to help school leaders establish the essential
conditions for the effective use of technology within the
context of systemic technology-based school improvement efforts.
Goal of the Program: To
develop highly skilled school leaders who can successfully
model the art and science of exemplary leadership in the use
of educational technology.
Performance Objectives for the Program:
These objectives incorporate the principles and standards
of the Maryland Instructional Leadership Framework (MILF)
and the Maryland
Technology Standards for School Administrators and
the Maryland Teacher Technology Standards to guide
the work of program participants.
- Use technology and maximize use of data to improve student
achievement
- Use and interpret assessment data
- Consult and apply scientifically and evidence-based research
to guide practice
- Use a variety of strategies and models to implement practices
that encourage the development of attitudes and skills for
high expectations that govern effective leadership for technology
integration
- Articulate policy for the use of data to successfully
meet and develop institutional capacity and sustainability
- Understand patterns in the data that can be used to predict
educational outcomes in order to improve student achievement
and school leadership
Based on the above objectives, participants
will:
- Work with peers to explore how leadership can strengthen
and support the School Improvement Plan
- Implement and lead school based technology integration
models that support differentiated instruction
- Integrate new methods and models for multiple forms of
assessment, including performance;
- Develop a personal leadership plan to create and support
technological change
- Integrating effective hands-on practices for building
technology capacity
- Engage in active data-driven decision making;
- Develop projects that use technology within the curriculum
to enhance teaching and learning;
- Use technology to maximize knowledge sharing about administrative
and leadership functions;
- As a team, identify a school need and propose solutions
to implement a comprehensive solution through an Internship
experience
The Baltimore County – Johns Hopkins University
School Leadership in Technology Integration program is designed
for groups of 4 to 5 instructional leaders from the same school
for a maximum of 20 students per cohort program. The purpose
of the team-based approach is to design, implement, and assess
technology integration models embedded in the individual schools
with support for systemic planning and evaluation. All school
teams will interact with other cohort members to compare and
contrast sustained technology improvement efforts and to monitor
how these models impact student achievement across one and
a half school years.
This 15-credit certificate program prepares school
leaders to become proficient at supporting technology integration
models for standards-based curriculum to improve student learning.
Candidates become technology leaders in the classroom, school,
and district. This certificate program incorporates three
sets of skills and strategies:
- Advanced technology— e-learning, tools for instructional
management and assessment, and differentiated instruction
- The new science of learning, 21st Century skills and constructivist
approach are applied to teaching and learning as well as
the use of authentic assessment strategies
- Leadership— systemic change, use of data, instructional
leadership using technology

The
University of Maryland University College
Online Cohort Program
for the
Master of Education (MEd)
(with a specialization in instructional technology)
Note: Approval for this program is pending;
however, we are taking applications for the cohort program
in anticipation of approval by both BCPS and UMUC.
Master of Education (MEd) with a specialization in instructional
technology is designed for professionally certified preK-12
teachers and other professional educators who seek an advanced
degree. This degree program provides the knowledge and skills
needed to incorporate technology effectively into preK-12
curricula, instruction, and assessment; to develop expertise
in current and emerging instructional technologies; to gain
a broad understanding of the role of technology in the contemporary
school; and to lead change efforts at the classroom, school,
and district level.
Three program areas are associated with this 33-credit degree:
Instructional Application,
Technological Application, Leadership and Management Application.
The MEd is offered entirely online.
