Fourteen Maryland school districts, in collaboration with the Maryland State Department of Education (MSDE), participated in the Maryland Online Technology Profiles for Teachers and Administrators Consortium. The consortium was funded through the Enhancing Education Through Technology Program (Title II-D.) The goals of the grant were:
During the 2004-2005 school year, the consortium developed,
field tested, and piloted the Maryland
Online Technology Profile for Teachers which aligns
with the Maryland
Teacher Professional Development Standards. Many
stakeholder groups were involved in the development and review
of the Maryland
Online Technology Profile for Teachers. In addition
to helping teachers plan their professional growth activities
as related to the use of instructional technology, data gained
from this survey can provide assistance to local school systems
as they plan instructional technology professional development
activities for teachers. The consortium began to distribute
the Maryland Online Technology Survey for Teachers
to local school districts in the fall of 2006.
Consortium members have also developed the Maryland Technology Standards for School Administrators (MTSSA). These standards have been adapted from ISTE’s National Educational Technology Standards for Administrators (NETS-A) and were written to identify what Maryland’s K-12 school administrators need to know about and be able to do with technology. The standards are aligned with the outcomes of the Maryland Instructional Leadership Framework and support the Maryland Teacher Professional Development Standards. Stakeholder groups and representatives from MSDE were involved in the development and review of the MTSSA. With the completion of the MTSSA, Maryland now has instructional technology standards for teachers, students, and administrators.
Consortium members in cooperation with the Division of Leadership Development at MSDE have developed the Maryland Online Technology Toolkit for School Administrators based on the Maryland Technology Standards for School Administrators. This online tool consists of innovation configuration maps designed to interpret the MTSSA. Links to related online resources are provided for each of the indicators. The Maryland Online Technology Toolkit for Administrators and additional resources for the MTSSA is available online at http://www.bcps.org/techforadmin.
Consortium members have also used grant funds to provide high quality local professional development for teachers and administrators related to the Maryland Teacher Technology Standards and the Maryland Technology Standards for School Administrators. Professional development activities focused on the effective use of technology in teaching and learning.
The work of this consortium was finished in December of 2006 and the final report was submitted to the Maryland State Department of Education. The report consists of the following items:
