As a program administrator, the library media specialist guides and directs all the activities related to the library media program. Confident of the importance of the effective use of information to students' personal and economic success in their future lives, the library media specialist is an advocate for the library media program and provides the knowledge, vision, and leadership to steer it creatively and energetically in the 21st century. Proficient in the management of staff, budgets, equipment, and facilities, the library media specialist plans, executes, and evaluates the program to ensure its quality and relevance in the learning community. Collection Development

BCPS Collection Analysis
In 1999, BCPS conducted a systemic collection analysis of all school libraries to document the need to upgrade library information resources to support the Essential Curriculum. This website provides information about the initiative, includes the research to support the need, and links to news articles about the collection upgrade project, FAQ, and student and faculty commentary about the success of the project.

 BCPS Selection Policy for Library Materials
The Baltimore County Public School Instructional Materials Policy states that each office shall establish criteria for selecting materials to ensure that all instructional materials extend the knowledge and understanding of the Essential Curriculum. The policy for library collection development outlines criteria, selection resources, and weeding procedures.

Telecommunications Policy Traning Tools

Cataloging and Processing Specifications
All school libraries in BCPS must use these system level specifications for the cataloging and processing library materials. Compliance is necessary to maintain a standard for management of materials and MARC record compliance with automation systems.

The purpose of this series, first begun in l983, is to provide library professionals with an up-to-date account and longitudinal view of national trends in school library media spending so that you can compare local data with national norms.

 Reporting

Annual MSDE Report
Each year the MSDE requires that all library media specialists report collection, staffing, and funding statistics. The statistics are compiled and published in School Library Facts in Maryland Public Schools. A copy is retained by LIS and available for loan. In 2001, BCPS piloted the online reporting format and we are looking forward to MSDE continuing this reporting method. The URL will be announced in the Spring.

Library Media Center Use Report
It is highly recommended that school library media specialists prepare a quarterly report for school administrators to inform them of (1) instructional activities (2) new items (3) services, (4) how the library is contributing to the school improvement plan and goals, and (5) issues for which you need administrative support.

Library Media Center Newsletters
Publishing a monthly newsletter for the faculty and administration is an excellent public relations tool. Towson University
To address the national critical shortage of school library media specialists, the Baltimore County Public Schools formed a partnership with Towson University.

Ordering Procedures in a Nutshell
Library media specialists order materials, equipment, and supplies using several methods: (1) online, (2) purchase requisition, and (3) BCPS Catalog Orders. The following describes how library media specialists order various goods and services.

Online Orderingcompass

Follet Library Resources TITLEWAVE
Online ordering and access to book reviews published in SLJ, Booklist, Publishers Weekly, and others. BCPS library media specialists are authorized to use the BCPS Procurement Card (following training by BCPS) to order materials online. Also, BCPS will work with Follett to prepare catalogs of recommended books for special funding initiatives such as SAFE Grant and other systemic collection development projects. Titlewave is a searchable and comprehensive database. First time users will need to establish a login protocol.

Grolier / Scholastic
Online ordering and access to book reviews by BCPS educators and professional reviewers. Same as above; however, passwords are assigned by the Office of Library Information Services.

BCPS Instructional Media Catalog Order
In May 2001, BCPS went online with the traditionally printed catalog order. Login protocol will be assigned by your school's accounts manager.

World Book
Online ordering and access to books reviews. Same as above; however, passwords are assigned by the Office of Library Information Services.

BCPS Catalog Order form
Library Magazines and Periodicals
This catalog is prepared by the Office of Library Information Services which includes recommended magazines for purchase by K-12 school libraries. Magazines are ordered in the spring for the upcoming calendar year. Catalogs are sent to schools in the spring.
Library Supplies Orders supplies
Purchasing and discount arrangements have been made by the Purchasing Department for library media specialists to order from vendor supply catalogs, e.g., Brodart, Gaylord, Demo, Highsmith, and others. Each year library media specialists receive the catalogs which are marked with a label denoting the bid number and discount negotiated. Orders may be placed at any time during the year using a requisition or Procurement Card with phone order.

Requisition Purchase Ordering Process
Use to purchase items not available online or through the catalog order process. Directions for completing the PR form are noted on the form. Use the School Library Media Order Cover Form to provide vendor instructions for barcoding, processing, MARC Records, etc.
