1965 Elementary and Secondary Education Act (ESEA Title II) provided funds for purchase of library materials and textbooks. Revised at five-year intervals ever since, and now provides about $15 billion in federal support for K-12 education. The 1994 reauthorization added a new title to target direct federal investment in school technology, and its programs such as the Technology Literacy Challenge Fund (TLCF) provide nearly $800 million annually. 1974 The Elementary and Secondary Education
Act Title IV consolidated funding for public and private
schools into two parts, B and C. Part B combined school resources
and and educational materials; testing, counseling and guidance
and financial assistance for the strengthening of instruction.

agencies formed a working group in 1997 to make hundreds of Federally
supported teaching and learning resources easier to find. The
result of that work is the FREE web
site. U.S. Department of Education (ED), on behalf of the FREE
Working Group, was selected in 1997 by the Government Information
Technology Services Board to support federal agencies that would
partner with teachers to develop online learning materials and
