A Brief History of Library Media Collection Development Federal Funding
  October 14, 1957 the Soviet Union launched the first earth satellite, Sputnik.
  1958 National Defense Education Act
A total of $70 million each year for fiscal 1959, 1960, 1961, and 1962 was authorized to the states as grants for the purchase of equipment and as loans to private schools to purchase equipment.
 

1965 Elementary and Secondary Education Act (ESEA Title II) provided funds for purchase of library materials and textbooks. Revised at five-year intervals ever since, and now provides about $15 billion in federal support for K-12 education. The 1994 reauthorization added a new title to target direct federal investment in school technology, and its programs such as the Technology Literacy Challenge Fund (TLCF) provide nearly $800 million annually.

1974 The Elementary and Secondary Education Act Title IV consolidated funding for public and private schools into two parts, B and C. Part B combined school resources and and educational materials; testing, counseling and guidance and financial assistance for the strengthening of instruction. Federal response to the significant social change taking place in American society.

1981 Educational Consolidation and Improvement Act
Provided to school districts block grants to use for many other purposes than library materials. Beginning of the decline in federal support for school libraries.


Learning Theory and Instructional Media
Knowledge is acquired through the senses: seeing, hearing, touching, tasting, and smelling.  Teaching must address individual learners, their learning style preferences, and cultural backgrounds.
Gardner suggests that students may demonstrate particular aptitude in one or more of the following domains:
Linguistic - reading, writing, speaking, listening
Logical/Mathematical - working with numbers and abstract patterns
Visual/Spatial - working with images, mind mapping, visualizing, drawing
Musical - rhythm, melody, patterned sound, song, rap, dance
Bodily/Kinesthetic - processing information through touch, movement, dramatics
Interpersonal - sharing, cooperating, interviewing, relating
Intrapersonal - working alone, self-paced instruction, individualized projects
Naturalist/Ecological - awareness of the natural world and our relationship to it

EvaluTech is a FREE searchable database that contains more than 7000 reviews of instructional materials recommended for classroom use in kindergarten through grade 12. Trained reviewers using extensive criteria evaluate these materials. Federal Resources for Educational Excellence FREE More than 30 Federal agencies formed a working group in 1997 to make hundreds of Federally supported teaching and learning resources easier to find. The result of that work is the FREE web site.
