The Baltimore County Public Schools partners with institutes
of higher education to offer cohort programs to provide current
employees access to high quality professional growth opportunities
in areas of critical needs. A cohort is a group
of individuals who begin and complete a series of identified
courses together. Cohort members are eligible for reduced
tuition rates and direct tuition billing.
The Department of Professional Development, in collaboration
with the Division of Curriculum and Instruction and the Division
of Business Services, has recently refined the Baltimore
County Public Schools (BCPS) Cohort Protocol. This
protocol outlines a consistent and efficient process for
the development and implementation of cohort programs. It
also establishes a process for monitoring and projecting
funding commitments. Listed below are the cohort planning

Department of Professional Development
These offerings are for Baltimore County Public School employees ONLY.
CaseNEX
CaseNEX is an online program offered in
conjunction with Baltimore County Public Schools, CaseNEX,
and North Georgia College and State University. There is
a broad selection of three-credit courses available for
inservice or graduate credit. This program is available
for BCPS employees only.

College of Notre Dame of Maryland
College of Notre Dame (CND) offers cohort
graduate programs to Baltimore County Public Schools’ employees.
We currently have cohorts that lead to Reading Specialist
certification, Administrator I endorsement, and/or a master’s
degree in mathematics for elementary and middle school
teachers. There are also programs in special education
as well as a Resident Teacher Certificate program in secondary
English and world languages.

Goucher College
Goucher College offers cohort graduate
programs to Baltimore County Public Schools’ employees.
We currently have cohorts that meet state certification
requirements in teaching elementary and secondary reading
as well as reading intervention courses that yield the
Reading Teacher endorsement and/or the Reading Specialist
endorsement. There are also cohorts in School Improvement
Leadership endorsement. Goucher College offers courses
in writing and a Resident Teacher Certificate program in
special education.

Johns Hopkins University
The Johns Hopkins University offers
cohort graduate programs to Baltimore County Public Schools’ employees.
We currently have programs that lead to a master’s
degree in instructional technology as well as a program in
curriculum leadership.

Loyola College in Maryland
Loyola College offers cohort graduate
programs to Baltimore County Public Schools’ employees.
Current cohorts include programs in secondary mathematics,
elementary science, physics, and earth science for high
school teachers as well as a mathematics test preparation
course.

Morgan State University offers cohort
graduate programs to Baltimore County Public Schools’ employees.
We currently have cohorts for mathematics, science, and
leadership.

Towson University
Towson University offers to BCPS employees
cohort graduate programs and courses for the conditionally
certified teacher. We currently have cohort programs that
meet state certification requirements in teaching reading
in the elementary school. Additional cohorts offered are
in leadership, mathematics, elementary/middle school science,
special education, library media, administration as well
as a Resident Teacher Certificate program in mathematics
and science.

University of Maryland Baltimore County (UMBC)
UMBC offers a four-course graduate program
in ESOL. The ESOL graduate certificate program is designed
for certified teachers who are interested in adding ESOL
certification to their current endorsement(s).

UMBC offers special programs in a master’s of education in elementary mathematics and a master’s of arts education in elementary science for experienced elementary/middle school teachers. These programs are part of the National Science Foundation (NSF) STEM grant.
