Baltimore County Public Schools has as its first goal "To improve achievement for all students." We believe that all students will learn and achieve if given a quality education. Part of a quality education is the opportunity during the summer to participate in educational programs that will assist learners in developing and accelerating their skills and overall achievement. Since the implementation of No Child Left Behind legislation, a more specific focus on students scoring at the “basic” level on the Maryland State Assessment has been a priority.

In addition, students who have not met standards for their grade-level promotion, or who are in need of graduation requirements, must take the summer school program to advance to the next grade or to graduate on time. Some students who have educational disabilities will need assistance over the summer so that their educational progress is not significantly jeopardized. Finally, some schools may choose to offer special programs to enrich students’ experiences by targeting specific areas of learning.

Baltimore County Public Schools is committed to providing a quality education for all students and raising student achievement. All summer programs will be developed, implemented, and assessed so that best practices are used to achieve our goals and mission. Summer experiences for students must meet the high standards that are set in the Blueprint for Progress, the Baltimore County Public Schools Master Plan, and the Maryland State Standards.
