BCPS program evaluation coordinator, research director honored for paper addressing the bullying experiences of non-binary secondary students

This is the third year this award has been won by BCPS staff

TOWSON, MD. – A paper written by Christine W. Koth, Ph.D., research office director, and Rebecca Kang McGill-Wilkinson, Ph.D., program evaluation coordinator, was selected as the Lorne H. Woollatt Distinguished Paper from the Northeastern Educational Research Association. Both authors work in the Baltimore County Public Schools Department of Research, Accountability, and Assessment.

Their paper, Bullying Experiences of Non-Binary Secondary Students: The Protective Role of Relationships with School-based Adults, received the highest rating from the review committee. The paper was rated based on its relevance, theoretical backing, clarity, design, analytical procedures, and presentation of results and conclusion, and received high scores on each of the criteria.

In the award letter, Ross Markle, Ph.D., president of NERA, referred to the paper as “commendable" and wrote that it is: “a confluence of innovation and importance, addressing a key topic that affects an underserved population while also identifying some promising action to address the issue. This is an exemplary piece of research that should serve as a model for other papers, both within and outside of NERA. As such, this award is a fitting acknowledgement."

Koth and McGill-Wilkinson have been invited to present their paper at the American Educational Research Association Consortium of State and Regional Educational Research Associations to be held April 17 – 21, 2020, in San Francisco.

In addition, they will be honored with a plaque during the award ceremony at the 2020 NERA Conference to be held Oct. 14 – 16, 2020.

Their paper reveals that “close to two percent of BCPS secondary students selected a non-binary gender option on a systemwide survey. Non-binary students reported higher rates and more frequent bullying and lower school belonging compared to male and female students, but social support from school-based adults reduced the risk of bullying and low school belonging for non-binary students."

McGill-Wilkinson joined BCPS in January 2019. Prior to BCPS, she worked at the Institute of Education Sciences in the United States Department of Education overseeing research projects on K-12 literacy. She earned her Ph.D. in developmental psychology from Temple University and her B.A. in psychology from Vassar College. She lives in Howard County with her husband and two children.

Koth has over 20 years of experience in research design, program evaluation, and statistical methodology. She earned her Ph.D. from the Johns Hopkins University School of Public Health in the Department of Mental Health, and a M.A. and B.A. from Loyola College in Maryland in clinical psychology.

In 2018, the Woollatt Distinguished Paper Award was received by primary author Katie Filling, an evaluation specialist, and co-author Maria Y. Finger-Elam, Ph.D., supervisor of research. Their paper was titled Ensuring Equity: Local School System’s Policies and Practices Related to Supporting Homeless Students and Families.

Finger-Elam also received the 2017 Woollatt Distinguished Paper Award for Efficacy of Blended-Learning Model Literacy Intervention for Struggling Adolescent Readers. The 2017 award-winning paper addressed the problem of a stagnation in literacy achievement at the high school level.
