Honored to serve
Dr. Warren C. Hayman is applauded by members of the Board as he accepts a Board citation honoring him for his advocacy on behalf of all BCPS children.

The July 10 meeting of the Baltimore County Board of Education was the first of the new fiscal year, the first in almost a decade without retiring Board members Donald L. Arnold and Dr. Warren C. Hayman at the table, and the first for two new Board officers.

Board Vice President Rodger Janssen presented a Board citation to Hayman whose tenure on the Board ended in June. In its citation, the Board recognized Hayman for the strength of his advocacy on behalf of all children. Arnold, in the audience in support of Hayman, will be recognized at the August 14 meeting.




Honored to serve

“I am deeply humbled and honored,” Hayman responded as he thanked his wife of 50 years for tolerating his absence from many family activities so that he could participate on the Board. Hayman said that he was “honored to have had the opportunity to serve” and that he hoped that he might continue to contribute. He encouraged Board members and school system staff to “pursue education to the highest level,” and he announced that he would continue to serve in a leadership role in local education by beginning tenure as a trustee of the Community College of Baltimore County.
A former assistant dean of education at Morgan State University with a doctorate in education from Harvard University, Hayman has taught at Morgan, Coppin State College, and Goucher College. Although he has officially retired after 42 years in education, he remains a noted educational consultant and motivational speaker. His publications include Preparing Teachers for Cultural Diversity (co-author, Teachers College Press, 1997) and Teaching Diverse Populations: Formulating a Knowledge Base (co-editor, State University of New York Press, 1994).

Following the presentation to Hayman, the Board held elections and selected JoAnn C. Murphy as its new president and H. Edward Parker as its new vice president. A Board member since August 2005, Murphy retired from a 30-year career as a teacher and administrator with Baltimore County Public Schools. During her school system career, she supervised programs and activities associated with community relations, public information, and human resources. Parker, who was appointed to the Board in July 2006, is a retired principal of Sollers Point Technical High School and former supervisor of vocational-technical education for BCPS. He came to his career as an educator following an 11-year manufacturing career in the private sector. Under his leadership as principal at Sollers Point Technical High School, the school became ISO-9001 registered in 2000 – the only high school in the nation to meet the quality standards of business and industry. 

About the new Board members

At this meeting, the Board also welcomed three new members to its ranks. All were appointed in May by Governor Martin O’Malley.

Audrey Dittman, Student Member

Audrey Dittman, the student member on the Board, is a senior at the George Washington Carver Center for Arts and Technology who plans to pursue a career in law and politics. In addition to her participation on the Board, the honor student, athlete, and community volunteer also serves as executive board member of Baltimore County Student Councils and of the Maryland Association of Student Councils and as a member of the Superintendent’s Student Advisory Board for 2007-2008.

 

 



Donna Flynn
Donna Flynn

Donna Flynn works for Towson University as coordinator of assessment and accreditation for its teacher preparation programs, but the majority – 32 years – of her career was spent with Baltimore County Public Schools. Beginning as an English teacher, Flynn advanced into a range of administrative positions including principal, area superintendent, and executive director of assessment and student data.

 

 

 


Earnest E. Hines
Earnest E. Hines

Earnest E. Hines, a business owner, has more than 30 years experience as an insurance company manager and executive with Allstate, USF&G, St. Paul, and Skyline. He is president and CEO of Diversity Management Group, Inc., a consulting company, and co-owner of Skyline Tours, a travel referral company.
